Objectives

The primary objectives of this tender are to:

• Reduce the risk of HIV transmission between construction workers and the local community.
• Raise awareness among construction workers and the local community about HIV/AIDS and its prevention.
• Promote early diagnosis of HIV/AIDS.
• Assist affected individuals in accessing care and counseling services.

Scope

The scope of work includes:

• Repairs to flood lights and vandalized distribution boards at the Umlazi Service Centre.
• Implementation of HIV/AIDS awareness programs, condom distribution, counseling, testing, and STI diagnosis and treatment.
• Labour-intensive construction methods, involving manual activities such as trenching, excavation, backfilling, and installation of electrical components.
• Construction activities to be carried out using local workers, with specific competencies and training requirements for supervisory and management staff.
• Adherence to labour-intensive methods and community engagement in employment practices under the EPWP guidelines.

Technical Requirements

The technical scope includes:

• Electrical repairs involving distribution boards, circuit breakers, cables, switches, lighting fixtures, and security lighting.
• Installation of electrical poles, trenching, cable laying, and jointing.
• Provision of electrical equipment such as LED lighting, floodlights, and control devices.
• Labour-intensive construction methods for trenches, excavation, backfilling, and site clearing.
• Compliance with safety, health, and environmental regulations, including hazard management, permits, PPE, and site safety protocols.
• Implementation of HIV/AIDS awareness and prevention measures as specified.

Skills Requirements

The tender specifies the following skills and competency requirements:

• Supervisory and management staff must have completed relevant NQF level training programs:
• Team leader/supervisor: NQF level 2 with units on labour-intensive construction systems.
• Foreman/Supervisor: NQF level 4 with units on implementing labour-intensive construction systems.
• Site Agent/Manager: NQF level 5 with skills in managing labour-intensive construction processes.
• All supervisory staff must have completed or be registered in skills programs aligned with their roles.
• Unskilled and semi-skilled workers must be engaged in accordance with prevailing legislation and SANS 1914-5 standards, with appropriate training and supervision.
• Contractors must demonstrate capacity in terms of personnel, equipment, and financial resources, including relevant experience in similar projects.
• Compliance with occupational health and safety regulations, including hazard assessments, safety plans, PPE, and site safety management.
