Objectives

The primary objectives of this tender are to:

• Reduce the risk of transfer of the HIV virus between and among construction workers and the local community.
• Raise awareness amongst construction workers and the local community of the risk of HIV infection.
• Promote early diagnosis of HIV/AIDS.
• Assist affected individuals in accessing care and counseling services.

Scope

The scope of work includes:

• Provision of lift maintenance services for a period of 36 months, including routine inspections, servicing, repairs, and emergency repairs.
• Examination and reporting on existing lifts upon taking over maintenance, with immediate repair of defects.
• Operation of a contractor’s emergency call center to respond to faults and emergencies within specified response times.
• Regular dispatch of trained technicians for scheduled maintenance, with quarterly reports on services delivered.
• Installation and maintenance of permanent labels on lifts indicating contractor contact details.
• Provision of spare parts, including stock management, and use of approved or alternative parts with prior approval.
• Compliance with safety, health, and environmental regulations, including permits, hazard management, and safety signage.
• Implementation of HIV/AIDS awareness, condom distribution, voluntary testing, and counseling as part of the contract.

Technical Requirements

The technical requirements encompass:

• Thorough examination and certification of existing lifts by approved inspection authorities.
• Regular scheduled servicing and inspections, with detailed quarterly reports and immediate fault reports.
• Installation of permanent labels with contractor contact details on each lift.
• Stock of spare parts, with provisions for quick replacement and use of approved or alternative parts.
• Adherence to safety standards including hazard management, permits, signage, and emergency procedures.
• Provision of comprehensive inspection reports (Annexure B) at intervals not exceeding 24 months.
• On-call and emergency repair services with specified response times (e.g., 15 minutes for appointment confirmation).
• Maintenance of detailed records, including daily logs, safety reports, and compliance documentation.

Skills Requirements

The skills and competencies required for personnel involved in this contract include:

• Supervisory and management staff must have completed relevant skills programmes, such as:
• Foremen/Supervisors: NQF Level 4 “Manage Labour-Intensive Construction Processes” or equivalent.
• Site Agents/Managers: NQF Level 5 “Manage Labour-Intensive Construction Processes” or equivalent.
• Labourers and semi-skilled workers must be engaged in accordance with SANS 1914-5, with tasks completed efficiently and safely.
• Personnel must have completed or be registered in relevant training programmes for labour-intensive construction techniques.
• All staff must be trained in health and safety procedures, hazard management, and emergency response.
• Technical staff must possess relevant qualifications, including registered lift inspectors for inspection and certification tasks.
