Objectives

The primary objectives of the tender are to:

• Carry out clearing of overgrowth on vacant sites comprising of two cuts and cart away.
• Ensure safe and efficient site clearance using labour-intensive methods aligned with EPWP guidelines.
• Promote employment of local workers and targeted labour as per EPWP requirements.
• Comply with occupational health, safety, and environmental standards throughout the project.

Scope

The scope of work includes:

• Clearing overgrowth on the vacant site located at Erf 27 & 87, New Germany, Pinetown.
• Performing two cuts of overgrowth and carting away the debris.
• Site preparation, clearing, grubbing, shaping, loading, hauling, spreading, and final site cleanup.
• Providing all necessary plant, equipment, and safety measures for labour-intensive site clearance.
• Adhering to the scope of works as detailed in the tender documents, including site-specific conditions and geotechnical considerations.

Technical Requirements

The technical requirements encompass:

• Completion of all works using labour-intensive methods in accordance with EPWP guidelines and specifications.
• Provision of necessary plant, tools, and safety equipment, including PPE, scaffolding, and site facilities.
• Implementation of health and safety measures, including risk assessments, safety plans, and site safety protocols.
• Compliance with environmental management plans, spill control, waste disposal, and pollution prevention.
• Adherence to geotechnical and site-specific conditions, including soil and ground conditions, as per attached reports.
• Provision of site records, daily logs, and progress reports.
• Implementation of HIV/AIDS awareness and EPWP labour requirements as specified.

Skills Requirements

The tenderer must demonstrate:

• Proven capacity to execute labour-intensive site clearance works, with relevant experience in similar projects.
• Qualified supervisory and management personnel with appropriate NQF levels and skills in labour-intensive construction methods.
• Skills programme completion for site supervisors and managers, including labour-intensive techniques and safety management.
• Ability to mobilize and manage unskilled and semi-skilled workers, including targeted employment (women, youth, persons with disabilities).
• Knowledge of occupational health, safety, environmental regulations, and HIV/AIDS awareness programs.
• Capacity to provide and manage plant, equipment, and safety resources effectively.
• Demonstrated financial capacity and resources to undertake the project within the stipulated timeframe and budget.
