Objectives

The primary objective of this tender is to select a suitable tenant for leasing Erf 10013 in Durban’s Bayhead, including the existing improvements, for a period of 20 years. The lease aims to facilitate port-related activities such as logistics, maritime manufacturing, and related operations, ensuring compliance with all relevant laws and regulations while promoting port development and economic growth.

Scope

The scope encompasses the leasing of Erf 10013, approximately 4302 m², situated in the Port of Durban’s Bayhead area. The property includes existing improvements suitable for port logistics, maritime manufacturing, and related activities. The successful bidder will be responsible for:

• Utilizing the premises for port-related logistics and maritime manufacturing activities.
• Conducting refurbishment, repairs, upgrades, and capital improvements as necessary.
• Ensuring compliance with all applicable laws, regulations, and port policies.
• Managing property costs during beneficial occupation if applicable.
• Engaging in activities such as cargo handling, storage, and port services within the leased area.

The lease will be for a period of 20 years, with the possibility of beneficial occupation arrangements subject to approval.

Technical Requirements

• Development and maintenance of an Environmental Management Plan (EMP) aligned with TNPA guidelines, including impact mitigation, legal compliance, and monitoring.
• Provision of detailed operational descriptions, equipment, and method statements.
• Implementation of health, safety, and environmental standards.
• Preparation of a comprehensive business plan, including refurbishment, operational, and financial strategies.
• Submission of a detailed work breakdown structure (WBS), project schedule, and maintenance plan.
• Provision of a cash flow projection covering the lease period to demonstrate financial viability.
• Adherence to port security, safety, and environmental standards.

Skills and Experience Requirements

• Minimum of 2 years’ relevant experience in port logistics, maritime manufacturing, or port operations.
• Supporting evidence such as reference letters, project experience, or company profile confirming experience in port-related activities.
• Financial stability demonstrated through bank ratings or audited financial statements.
• Capability to undertake refurbishment, upgrades, and operational activities as per project scope.
• Qualified personnel with appropriate technical, safety, and environmental expertise.
• Compliance with environmental, health, and safety standards, including the development of EMPs and maintenance plans.
• Demonstrated commitment to job creation, skills development, and socio-economic development aligned with government priorities.
