Objectives

The primary objective of this tender is to lease premises at the Port of Durban, specifically Lease L90686 of Kings Flats No.16344, in Bayhead, for a period of ten years. The lease aims to facilitate port-related commercial activities, including the operation of a club facility, with the successful bidder responsible for refurbishment, upgrades, and property management to support port operations and commercial development.

Scope

The scope encompasses the leasing of approximately 1,350 m² of port land and improvements at Kings Flats in Bayhead, Durban. The lease includes responsibilities for property refurbishment, upgrades, property holding costs during beneficial occupation, and compliance with all relevant laws and regulations. The lease is intended for port-related activities, including commercial, industrial, or leisure use, with the potential for property development and operational activities aligned with port development plans.

• Development: Refurbishment, upgrades, capital improvements at the bidder’s cost

Technical Requirements

• Completion of a detailed Business Plan and Environmental Management Plan, approved by TNPA
• Property inspection and site visit prior to submission
• Provision of detailed property refurbishment and upgrade plans
• Implementation of environmental, health, safety, and security measures in line with TNPA guidelines
• Provision of a detailed maintenance plan and cash flow projections for the lease period
• Compliance with legal, environmental, and port operational standards
• Submission of a comprehensive environmental management plan, including pollution control, waste management, and environmental monitoring
• Provision of security, fire protection, and emergency response plans

Skills and Experience Requirements

• Minimum of 2 years’ experience in port operations, property refurbishment, or related activities, supported by company profile and reference letters
• Demonstrated capability to develop and manage port-related commercial or industrial facilities
• Financial capacity to undertake refurbishment, upgrades, and property management over the lease period, supported by financial statements and cash flow projections
• Proven track record in environmental management, health and safety compliance, and port security
• Ability to develop and implement environmental, safety, and security plans aligned with TNPA standards
• Experience in project planning, including detailed work breakdown structures (WBS), schedules, and cost management
• Capacity to deliver sustainable development initiatives, including job creation, skills development, and local economic impact
