Objectives

The primary objective of this tender is to construct Cell 7 at Lovu Landfill Site along with associated ancillary works. This includes installing lining systems, drainage layers, gas extraction systems, and ensuring environmental safety and compliance with safety standards.

Scope

The scope encompasses:

• Construction of Cell 7 with appropriate lining and drainage systems.
• Installation of geosynthetic liners, including HDPE geomembranes and GCL layers.
• Construction of leachate drainage layers and protection layers.
• Installation of gas extraction pipes and monitoring systems.
• Construction of berms, access roads, and ancillary infrastructure such as manholes and soakaways.
• Protection of existing liners and infrastructure during construction.
• Ensuring safety measures and hazard management related to landfill gases.

Technical Requirements

The technical requirements include:

• Installation of HDPE geomembrane liners (minimum 1.5mm textured, PN16 SDR11).
• Placement of geosynthetic clay liners (GCL) with proper anchorage and overlap.
• Construction of drainage layers: leachate drainage (150mm thick), protection layers (125mm thick), and subsoil drainage.
• Use of stabilized sand and compacted clay liners with specified strength and compaction (e.g., 93% MOD AASHTO).
• Protection geofabrics and geotextiles to facilitate liner stripping and future extensions.
• Construction of berms with cement-stabilized sand and protection geofabrics.
• Protection of existing liners and pipelines, with repair protocols for damages.
• Implementation of gas extraction systems with drainage pipes and monitoring chambers.
• Compliance with safety standards, including hazard warning signs, gas management, and personnel safety protocols.

Skills Requirements

The tender requires contractors to possess:

• Experience in landfill lining and drainage system installation.
• Knowledge of geosynthetic materials, including geomembranes and GCLs.
• Skills in earthworks, compaction, and construction of stabilized layers.
• Ability to manage and install gas extraction and monitoring systems.
• Proficiency in health and safety management, especially regarding landfill gases and hazardous materials.
• Capability to coordinate with environmental and safety regulations.
• Experience in working on large-scale civil and environmental infrastructure projects.
