Objectives

The primary objective of this tender is to appoint a qualified contractor to provide maintenance services for plumbing and drainage systems across Nelson Mandela Metro and Sarah Baartman Districts for a period of two (2) years. The goal is to ensure the proper functioning, repair, servicing, and emergency response for plumbing and drainage infrastructure in government properties, thereby maintaining health, safety, and environmental standards.

Scope

The scope of work includes, but is not limited to:

• Maintenance, servicing, cleaning, and repair of plumbing and drainage systems.
• Removal and replacement of damaged pipes, fittings, sanitary ware, geysers, and other plumbing fixtures.
• Unblocking and clearing of sewer, stormwater, and waste pipes using rods, high-pressure systems, or other methods.
• Construction of new manholes, inspection chambers, and surface boxes as needed.
• Earthworks, concrete work, brickwork, tiling, plastering, and painting related to plumbing repairs.
• Installation of new sanitary fittings, taps, valves, and associated accessories.
• Testing for leaks, pressure, and functionality of systems.
• Provision of emergency response services for urgent plumbing issues.
• Adherence to health, safety, and environmental standards throughout the project duration.

Technical Requirements

The technical requirements specify that the contractor must:

• Comply with all relevant standards, including SANS 10142, PW371, and the Occupational Health and Safety Act (Act 85 of 1993) and Regulations.
• Provide a comprehensive Health & Safety Plan, including risk assessments, method statements, and emergency procedures.
• Ensure all plumbing work uses approved materials, fittings, and fixtures (e.g., Kwikot geysers, SABS-approved pipes).
• Carry out all work in accordance with the specifications, drawings, and approved method statements.
• Maintain a safe working environment, including proper barricading, signage, PPE, and fall protection measures.
• Conduct regular inspections, audits, and incident reporting as per the specified procedures.
• Ensure all electrical and plumbing installations are certified and compliant with relevant standards.
• Provide proof of registration with relevant authorities (e.g., CIDB, SACPCMP, SARS, Compensation Fund).
• Complete all scheduled work within the stipulated timeframes, with provisions for emergency responses.

Skills and Skills Requirements

The tender specifies that the contractor must possess:

• Qualified and registered plumbing professionals, including artisans, technicians, and supervisors.
• Experience in plumbing maintenance, repairs, and emergency services in government or similar facilities.
• Proven ability to carry out earthworks, concrete, brickwork, tiling, and related construction activities.
• Knowledge of relevant standards, safety regulations, and environmental protocols.
• Capability to develop and implement comprehensive health and safety plans, including risk assessments and method statements.
• Ability to coordinate with the Department of Public Works & Infrastructure, including attending audits, inspections, and meetings.
• Resources such as machinery, tools, and materials that meet quality standards and are suitable for the scope of work.
• Capacity to respond promptly to emergency repairs and unplanned maintenance issues.
• Demonstrated track record of successful plumbing projects, with references and project completion certificates.

The contractor must also ensure that all personnel involved are trained, competent, and aware of health, safety, and environmental requirements, including COVID-19 protocols, PPE usage, and safe work procedures.
