Objectives

The primary objective of this tender is to appoint a managing contractor responsible for the implementation of ward-based community infrastructure projects (CIP) within the eThekwini Municipality. The contractor will oversee the delivery of various infrastructure works across multiple wards, including roads, sidewalks, stormwater, water and sanitation facilities, recreational and community buildings, and other related civil works, over a period of 36 months.

Scope

The scope encompasses the management and execution of a wide range of community infrastructure projects as detailed in the scope of work. This includes:

• Road construction, upgrading, and maintenance
• Sidewalks, footpaths, and median areas
• Stormwater and sewer infrastructure
• Water supply and water tank installations
• Recreational facilities such as outdoor gyms, sports fields, and community parks
• Community halls, libraries, museums, and other public buildings
• Absolution facilities, including containerized and in-situ ablution units
• Fencing, signage, and road markings
• Earthworks, retaining walls, and protection works
• Electrical and civil infrastructure related to street lighting, CCTV, and other services

The projects are to be delivered in accordance with the detailed specifications, drawings, and contractual requirements, including task orders issued by the employer.

Technical Requirements

The technical requirements include:

• Compliance with the Standard Conditions of Contract (GCC 2015) and specific project specifications
• Adherence to environmental management and occupational health and safety standards
• Proven experience in similar projects within the past 7-10 years, demonstrating capability in civil, road, water, sanitation, and community infrastructure works
• Implementation of quality management systems and environmental controls
• Provision of detailed programmes, method statements, and safety plans
• Coordination with existing services and infrastructure, including proving underground services before excavation
• Compliance with local regulations, standards, and specifications as listed in the project documentation
• Use of approved materials, standards, and construction methods as specified in the project specifications and drawings

Skills Requirements

The tenderer must demonstrate the following skills and competencies:

• Project Management: Proven ability to manage large-scale infrastructure projects, including planning, programming, resource allocation, and coordination across multiple disciplines.
• Technical Expertise: Skilled personnel with relevant qualifications and experience in civil engineering, water and sanitation, roadworks, earthworks, and building construction.
• Health and Safety: Competent safety officers and safety management systems compliant with Occupational Health and Safety Act and Construction Regulations.
• Environmental Management: Ability to implement environmental controls and manage ecological impacts during construction.
• Community Engagement: Experience in liaising with local communities, ward councillors, and stakeholders to ensure project acceptance and smooth execution.
• Quality Assurance: Capacity to monitor, control, and assure quality standards throughout the project lifecycle.
• Financial and Contractual Skills: Ability to manage budgets, procurement, and contractual obligations effectively.
• Resource Management: Skilled in managing labor, plant, and materials efficiently to meet project timelines and quality standards.
