Objectives

The primary objective of this tender is to appoint a Managing Contractor responsible for managing works performed by a panel of excavation and plumbing repair contractors. The contractor will execute backfilling services of underground water infrastructure, final road reinstatement, and removal of spoil, including the disposal of recovered asbestos cement pipes, within the eThekwini Municipality. The aim is to ensure efficient, safe, and compliant execution of infrastructure repairs and reinstatement works across multiple regions, maintaining service standards and environmental safety.

Scope

The scope encompasses managing and executing water infrastructure repairs, including:

• Backfilling of trenches and reinstatement of roads, sidewalks, and pathways after water pipe repairs.
• Disposal of spoil and asbestos cement pipes to certified disposal sites.
• Management of works across five regions (North, Central, Inner West, Outer West, South) on a month-to-month basis for up to 12 months or until new contracts are awarded.
• Provision of materials such as bedding sand, graded crushed stone, and backfill material, sourced locally or imported, certified by engineers.
• Execution of works including asphalt reinstatement, concrete patching, kerbing, and surface repairs.
• Coordination with service providers (water, sewer, stormwater, electrical, Telkom, CCTV) and adherence to safety, environmental, and traffic management standards.
• Management of subcontractors, procurement, and compliance with local regulations and standards.

Technical Requirements

The technical scope includes:

• Adherence to eThekwini Municipality’s Standard Engineering Specifications and drawings.
• Proven experience in water and road infrastructure projects, with specific emphasis on backfilling, reinstatement, and asbestos handling.
• Implementation of approved construction methodologies, including traffic accommodation, safety measures, and environmental management.
• Proven ability to manage subcontractors, procurement, and logistics within regional wards.
• Compliance with occupational health and safety regulations, including submission of safety plans and risk assessments.
• Use of approved materials such as screened river sand, graded crushed stone, and certified backfill materials.
• Proper proving of underground services prior to excavation and careful handling of existing utilities.
• Implementation of quality control measures, including compaction testing, material certification, and documentation.
• Development of communication and reporting protocols, including progress reports, site diaries, and photographic evidence.

Skills Requirements

The tenderer must demonstrate:

• Extensive experience in managing water infrastructure repair projects, including backfilling, reinstatement, and asbestos disposal.
• Proven track record in executing similar projects within urban environments, with a minimum of 10 years’ experience in relevant disciplines.
• Strong project management skills, including planning, programming, and resource allocation across multiple regions.
• Ability to coordinate with multiple stakeholders, including municipal departments, service providers, and local communities.
• Capacity to manage subcontractors, procurement, and logistics efficiently.
• Qualified personnel with relevant certifications in health and safety, environmental management, and technical disciplines.
• Competence in implementing quality assurance and control procedures, including testing and documentation.
• Knowledge of asbestos handling regulations and environmental compliance standards.
• Effective communication skills, including reporting, documentation, and stakeholder engagement.
