Objectives

The primary objective of this tender is to procure Mobile Crane Hire Services for Transnet National Ports Authority (TNPA) to support ship repair activities at the Port of Cape Town. The services are required on an “as and when” needed basis over a period of three years, ensuring efficient and safe handling of heavy components during port operations.

Scope

The scope includes:

• Provision of mobile cranes (35-ton, 80-ton, 180-ton, and 220-ton capacities) at three designated sites within the Port of Cape Town.
• Hiring of cranes inclusive of drivers, fuel, rigging equipment, and all associated operational requirements.
• Execution of crane operations for lifting, positioning, and handling heavy components during ship repair activities.
• Provision of call-off services as required by TNPA, with no claim for revenue loss due to non-utilization or partial utilization.
• Compliance with safety, health, and environmental standards throughout the contract duration.

Technical Requirements

The technical specifications include:

• Crane capacities: 35-ton, 80-ton, 180-ton, and 220-ton mobile cranes.
• Crane equipment must be fitted with valid certificates issued by the Department of Employment and Labour (DEL) as a Lifting Machinery Entity (LME).
• Crane drivers must possess valid and current crane driving certificates, with experience aligned to the crane capacity.
• All cranes must be supplied with qualified drivers, fuel, rigging gear, and all necessary safety and operational equipment.
• Pricing must include all costs, risks, overheads, and profits, and be inclusive of all applicable costs.
• Pricing must be completed fully in the Transnet Digital Procurement System (TDPS); incomplete submissions will lead to disqualification.

Skills and Experience Requirements

• Key Personnel:
  • Supervisor (Qualified Rigger): Minimum of 7 years rigging experience, with relevant certification.
  • Semi-skilled riggers: Experience of at least 1-2 years, with supporting certification.

    • Valid crane driving certificates.
    • Experience ranging from less than 3 years to over 5 years, depending on the crane size.
• Previous Experience: Demonstrated successful supply and operation of mobile cranes in similar port or ship repair environments, supported by signed reference letters and project documentation.
• Health and Safety: Adequate safety plans, risk assessments, and certifications aligned with TNPA requirements, demonstrating commitment to safety, environmental management, and operational safety standards.
