Objectives

The primary objective of this tender is to appoint a qualified service provider to host, maintain, and update the municipal website of Umuziwabantu Local Municipality for a period of thirty-six (36) months. The service provider must ensure the website is user-friendly, secure, and capable of supporting the municipality's communication, information dissemination, and service delivery needs. Specific goals include providing an intuitive interface, ensuring website security with SSL certificates, enabling timely updates, and supporting the municipality's information about departments, leadership, tenders, notices, and other relevant content.

Scope

The scope of work encompasses:

• Hosting and maintaining the municipal website for 36 months.
• Migrating the existing website from its current host to the new hosting environment.
• Providing technical support, updates, and content management services, including uploading and editing content upon request.
• Ensuring website security, backup, and disaster recovery measures.
• Providing analytics reports and regular backups with proof of service.
• Supporting the development and maintenance of various website tabs such as departments, contact info, careers, tenders, resource centre, programmes, notices, FAQs, and external links.
• Providing graphic design services (2 hours/month) for content updates and promotional material.
• Ensuring compliance with technical and legal standards, including data protection and accessibility.

Technical Requirements

• Secure hosting environment with SSL certificate.
• Daily website backups stored for three months.
• Migration and commissioning of the existing website by a specified date.
• Provision of monthly Google Analytics reports.
• Implementation of security measures to prevent attacks and ensure high availability.
• Content management system that allows easy updates and additions by the municipality or appointed service provider.
• Design and development of website tabs including departments, contact info, careers, tenders, resource centre, programmes, notices, FAQs, and external links.
• Hosting infrastructure capable of supporting website traffic and growth.
• Provision of technical support, troubleshooting, and regular maintenance.

Skills Requirements

• Proven experience in website development, hosting, and maintenance, with at least 3 years’ relevant experience.
• Demonstrated ability to migrate existing websites and implement secure hosting solutions.
• Strong skills in web design, content management, and digital communication.
• Experience in providing analytics and reporting tools such as Google Analytics.
• Capability to provide graphic design services for website content updates.
• Knowledge of security protocols, SSL implementation, and disaster recovery planning.
• Effective communication and project management skills, including regular reporting and stakeholder engagement.
