Objectives

The primary objectives of the tender are to refurbish the Mutale Wastewater Treatment Works (WWTW) and Pump Station, ensuring high standards of construction, safety, environmental protection, and community participation. The project aims to deliver a reliable, efficient wastewater infrastructure that minimizes environmental impact, promotes local employment, and complies with all relevant legislation and standards.

Scope

The scope includes:

• Construction and installation of inlet works, flow meters, and geomembrane linings for ponds and channels.
• Refurbishment of existing ponds, channels, and structures including demolition, surface preparation, and lining.
• Installation of chlorination systems, pumps, and associated piping and electrical systems.
• Construction of staff accommodation, operator’s office, guard house, and electrical infrastructure.
• Decommissioning and upgrading of the pump station, including replacement of pumps, pipework, and electrical systems.
• Implementation of environmental management, health & safety, and community participation measures.

Technical Requirements

The technical scope mandates:

• Use of approved materials compliant with SANS, BS, ISO, and other relevant standards.
• Installation of geomembrane linings with jointing, anchoring, and testing per specifications.
• Construction of concrete structures with specified strengths, finishes, and waterproofing.
• Installation of electrical and control systems including MCCs, VSDs, SCADA, and telemetry with specified performance and safety features.
• Adherence to environmental and safety regulations, including hazard assessments, site management, and pollution control.
• Implementation of labour-intensive methods for certain works, with specified procedures and supervision.
• Provision of comprehensive operation, maintenance manuals, and training for staff.

Skills and Skills Requirements

The tender emphasizes the need for:

• Management and supervisory staff with qualifications at NQF Level 4 and 5, respectively, including experience in civil, mechanical, electrical, and safety management.
• Management and supervisory personnel with proven competency in labour-intensive construction, safety, and environmental management.
• Skilled workers trained in construction, installation, and safety procedures, including hazard identification and risk assessment.
• Specialist personnel for activities such as geotechnical investigations, geosynthetic lining installation, electrical and instrumentation systems, and safety management.
• Qualified health & safety officers with experience in construction safety regulations, hazard management, and emergency procedures.
• Community liaison officers to facilitate community participation, employment, and grievance management.
• Experience in environmental management, waste disposal, and pollution control.

All personnel involved must hold relevant certifications, training, and competence certificates, and be capable of executing their roles in accordance with statutory and project-specific safety, health, and environmental standards.
