TO WESTVILLE CORRECTIONAL FACILITY ON HARRY GWALA ROAD IN WESTVILLE DURBAN - KWAZULU-NATAL PROVINCE
It is estimated that tenderers should have a cidb contractor grading of 9GB.
Preferences are offered to tenderers who Grade 9GB only
Only tenderers who who meet the following requirements will be eligible for this bid;
•Proof of Central Supplier Database (CSD) Registration, a full report must be submitted
•Copy of Consolidated CSD for Joint Venture parties
•Proof of CIDB Registration - Grade 9GB only
•Valid COIDA Certificate from DOL / RMA / FEM
•Valid Tax Clearance with Tax Compliance Pin Certificate (TCC)
•Completion of SBD 1,4,6.1 in full
•Completion of Form of Offer in the tender document in full
•Copy of the Joint Venture Agreement signed by both parties (where applicable including apportionment of the JV)
•The Bid Document must be completed in full using hand and black permanent ink only
•Completion of Bills of Quantities, in full with a correct 15% VAT
•Attendance of Compulsory Site Briefing Meeting Certificate must be original, signed and stamped. A copy will not be accepted.
•Valid and Active Public Liability Insurance Cover (R40Million or above)
•Recent / Latest One Year Annual Financial Statements of the bidding entity
•Proof of tender document purchase in the name of the bidding entity.
•Proof of Mandatory Company Registration Certificates (CIPC Certificate), and certified copies of ID’s for all members.
•CV and Certified Qualifications for Proof of Professional Registration of the Construction Manager as a Pr Tech Eng or PrEng. (with
ECSA) and Occupational Health and Safety Manager PrCM / PrCPM (with SACPCMP) or– originally certified professional registration
document (not a copy of a certified document)
•The bidder must submit or arrange and submit partnership agreement with a company that has Certificate of Private Security Industry
Regulatory Authority as per Gazette No.10616 of 01 July 2016 and Code of Conduct Prescribed Under the Private Security Industry
Regulation Act, 2001 (Act No. 56 Of 2001) – Partners Company Profile demonstrating the experience on security installation systems,
Network equipment certification ,Cabling certification. Certified site with 25-year warranty, Security equipment certification and
Partnership Agreement must be signed by both parties, witnessed by minimum of two (2) witnesses.
•The contractor shall achieve in the performance of the contract the Contract Skills Development Goal (CSDG) at of the construction
amount established in the Standard for Developing Skills through Infrastructure Contracts (published in GN 48491 of 28 April 2023)
•The bid shall be subjected to 30% Sub-contracting in line with approved specification requirements, the subcontracting be calculated
excluding non-construction work items and tenderers must sub-contract a minimum of 30% of the value of the contract to: - Women, Youth, - People with Disabilities, - Black
Note: Should the bidder subcontract work to more than one contractors, the consolidated percentage must equate to minimum of 30%
allocated for subcontracting. 30% subcontracting is a Condition of Tender. The bidders must nominate and submit sub-contractors

•Note: Only bidders, who’s Electronic Partnership/ Agreement must meet the following requirements will be eligible for this bid; (also
detailed in the Electronic specification & requirements):
oPSIRA certification.
oNetwork equipment certification.
oCabling certification. Certified site with 25-year warranty.
oSecurity equipment certification.
The 90/10 Preferential Point System will be applied, where 90 points will be allocated for price and 10 points for specific goals. In order
to Claim and be awarded points bidders must evidence that they belong to the targeted group specified.

•Paying of bid documents will commence on the 19th November 2024 till the 27th November 2024 at 15h00 pm
•Collection of bid documents will commence on 21st November 2024 at 10h00 am to 15h:00 each day and will close on the 27th
November 2024 at 15h00 pm
Bidders must produce original proof of payment when collecting bid documents.
A non-refundable bid deposit of R820.00 (Eight Hundred and Twenty Rands Only) payable in the bank account below by proof of
deposit on collection of tender documents, is required. The IDT will only accept VALID PROOF OF PAYMENT in the form of a BANK
DEPOSIT SLIP as an original as proof of direct payment into IDT bank account. No cash payment will be accepted.

A compulsory clarification meeting with representitives of the Employer will take place at Westville Prison Hall, Harry Gwala Rd,
Westville, Durban, 3629 Kwazulu-Natal province on 27 November 2024 starting at 11h00.
The closing time for receipt of Tenders is 11h00 on Friday, December 13, 2024.
Emailed and Late Tenders will not be accepted.
Tenders may only be submitted on the tender documentation that is issued.
