It is estimated that tenderers should have a cidb contractor grading of 9CE.
Preferences are offered to tenderers who Grade 9CE only

Only tenderers who who meet the following requirements will be eligible for this bid;
Stage 1: Mandatory Requirements
•Proof of Full Central Supplier Database (CSD) Registration Report
•Copy of Consolidated CSD and TCC incase of Joint Venture parties
•Proof of CIPC Certificate (Original Certified)
•Original certified ID copies of company members/directors
•Proof of active and valid CIDB registration - Grade 9CE only
•Valid and Active COIDA certificate
•Copy of the certified valid tax clearance with Tax Compliance Pin certificate (TCC)
•Completion of SBD 1; 4; 6.1; in full
•Completion of form of offer in the tender document in full
•Completion of Bills of Quantities in full - with a correct applicable VAT percentage i.e. 15%
•Copy of the Joint venture agreement signed by both parties (where applicable)
•Signed authority to sign on behalf of the bidding entity (i.e.signed by the company director)
•Proof of Professional Registration of the Contracts Manager as a Pr Tech Eng. or PrEng. (with ECSA) or PrCM / PrCPM (with
SACPCMP) – originally certified professional registration document (not a copy of a certified document)
•Public Liability Cover to the value of R 40 million
•Recent / Latest Three Year Signed and Audited Annual Financial Statements
•The requirements of the CIDB B.U.I.L.D. Programme with respect to Indirect Targeting for Enterprise Development is set at a minimum
contribution of 30% of the project’s contract value towards subcontracting. The Contractor shall, in line with the IDT SCM Policy, must
sub-contract a minimum of 30% of the contract value to: Women, Youth, People with Disabilities and Black male, and also be required
to provide developmental support.
•The requirements of the CIDB B.U.I.L.D. Programme with respect to the Standard for Skills Development is set at a maximum
development support of 0.5% of the project’s contract value.
•The tender document shall be filled by hand in permanent black ink only. No electronic signatures shall be considered.
•Proof of tender document purchase in the name of the bidding entity
•Attendance to Compulsory Briefing Meeting (i.e attendance certificate must be signed and stamped by the IDT)
•The contractor shall achieve in the performance of the contract the Contract Skills Development Goal (CSDG) established in the
Standard for Developing Skills through Infrastructure Contracts (published in GN 48491 of 28 April 2023.
Note :Should the bidder subcontract more than one bidder, the consolidated percentage must equate to 30% allocated for
subcontracting. 30% subcontracting is a Condition of Tender. The bidders must select sub-contractors from the CIDB who are
registered on CSD
Note: (i) Failure to submit any of the above documents / requirements shall result in the immediate disqualification of the bid.
(ii) Failure to complete and sign any designated spaces, in black ink only, in the bid document shall result in immediate disqualification
of the bid.
(iii) If the bidding entity and any of its directors is listed on the National / Provincial Treasury’s Register of Defaulters, it shall result in
the disqualification of the bid.
Only competent bidders who are competent in the advertised work and who have met the minimum functionality threshold will be
evaluated on a 90/10 (Price / Specific Goals) points based on the Treasury Regulations of 2022, where functionality will be evaluated
as follows:

Stage 3: Price and Specific Goals Preference
The 90/10 Preferential Point System will be applied, where 90 points will be allocated for price and 10 points for Specific Goals Status.
In order to Claim and be awarded Specific Goals points bidders must submit an original or an original certified copy of CIPC and CSD
Full Registration Report (Note - An Summary CSD Report will not be acceptable and will not be awarded any points).
The IDT will first conduct a risk assessment on all bidders who obtained a minimum threshold of 70% (i.e 70 points) in the functionality
stage before the application of 90/10 criteria. Bidders are requested to price each line item of the Bills of Quantities (BOQ). Should the
bidder be deemed too risky to complete the project based on the QS’s risk assessment report, they will be eliminated and not be
considered for 90/10 evaluation criteria in line with the Preferential Procurement Policy Framework Act (PPPFA) of 2022.
Only bidders who obtain 70% (70 points) minimum functionality threshold will be evaluated further.
Bidders bidding as joint ventures / consortiums are required to submit an original consolidated CSD Full Registration Report in order to
qualify for points for the specific goals status level as one entity. are eligible to submit tenders.
A non-refundable tender deposit of R820.00 payable by proof of deposit is required on collection of the Tender documents.

Collection and Paying of bid documents will commence on Monday, 28 August 2023 at 10h:00 and will close on Wednesday, 30
August 2023 at 15h00.
Bidders must produce proof of payment when collecting bid documents.
A non-refundable bid deposit of R 820.00 (Eight Hundred and Twenty Rands Only) payable in the bank account below by proof of
deposit on collection of tender documents, is required. The IDT will only accept VALID PROOF OF PAYMENT in the form of a BANK
