Objectives

The primary objective of this tender is to appoint a single Service Provider to deliver an efficient and effective on-street Parking Management System (PMS) that promotes modern, technology-driven parking solutions. The system aims to enhance parking enforcement, data collection, revenue management, and user convenience within the eThekwini Municipality.

Scope

The scope includes:

• Provision and management of an on-street PMS across designated areas, including installation and maintenance of road markings and signage.
• Supply of portable handheld computers (PHCs) for parking marshals, equipped for vehicle registration capture, payment processing, and data transmission.
• Development of a Parking System App for smartphones, integrated with the Back-Office system, within 6 months of contract award.
• Management of parking bays, enforcement, and data reporting, including daily statistics, violations, and financial reconciliation.
• Installation of all related infrastructure, signage, and road markings.
• Provision of customer service, marketing support, and enforcement assistance in collaboration with Metro Police.

Technical Requirements

The technical specifications include:

• System components: PHCs with built-in printers, secure communication links (GPRS), and a comprehensive Back-Office and Management Information System.
• PHC features: real-time data capture, payment options (smartcards, mobile apps, debit/credit cards), and printing of parking receipts.
• Back-Office capabilities: data storage, reporting, financial reconciliation, user management, and integration with mobile parking apps.
• System functionalities: monitoring bay occupancy, maximum/minimum parking durations, violation alerts, and audit trails.
• Development of a smartphone parking app with features such as vehicle entry/exit, payment, account management, and notifications.
• Communication: real-time data synchronization, secure web interface, and integration with enforcement and payment systems.
• Compliance with relevant legislation, including data security, privacy, and municipal regulations.

Skills Requirements

The successful Service Provider must demonstrate:

• Proven experience in deploying and managing parking management systems, including hardware and software components.
• Technical expertise in developing and integrating mobile applications, Back-Office systems, and communication infrastructure.
• Capability to supply and support portable handheld devices with printing, payment, and data transmission functionalities.
• Ability to develop, implement, and maintain a comprehensive parking app compatible with multiple smartphone platforms.
• Experience in managing infrastructure installation, signage, and road markings.
• Strong customer service, communication, and marketing skills to support public awareness campaigns.
• Capacity for ongoing system maintenance, troubleshooting, and technical support.
• Knowledge of relevant legislation, data security standards, and municipal requirements.
