Objectives

The primary objective of this tender is to establish a panel of qualified contractors to undertake betterment and regraveling of roads within KwaDukuza Municipality. The contract period is set for three years, aiming to improve road infrastructure and ensure effective maintenance through selected contractors.

Scope

The scope of work includes:

• Betterment of existing roads
• Regraveling of roads as necessary
• Site inspections and adherence to project specifications
• Participation in a compulsory clarification meeting and site visit

The work will be carried out across roads within the jurisdiction of KwaDukuza Municipality, with specific requirements for contractor registration and compliance.

Technical Requirements

Prospective contractors must meet the following technical criteria:

• Registration with CIDB at a contractor grading of 2CE or higher, with proof of registration required by the closing date
• Registration on the National Treasury’s Central Supplier Database
• Provision of proof of municipal rates and taxes compliance, or affidavits/letters confirming exemption or non-arrears
• Demonstration of relevant project experience, expertise of key personnel, and adequacy of plant and equipment, scored through a functionality assessment
• Compliance with specific goals, including at least 51% ownership by Black people for EME bidders
• Proof of address within KwaDukuza Municipality jurisdiction
• Adherence to EPWP requirements and tax compliance status verified against the Central Supplier Database

Evaluation will consider project experience, personnel expertise, plant and equipment, and compliance with statutory and local requirements. Bidders must score at least 55 points in the functionality assessment to proceed to the next evaluation stage.
