Objectives

The primary objective of this tender is to acquire six (6) competent legal firms to be appointed to the municipality’s panel of attorneys for a period of 36 months. The appointed firms will provide legal investigations, advisory services, litigation, and other legal support to the Molemole Local Municipality, ensuring legal compliance and effective legal management.

Scope

The scope includes:

• Appointing six (6) registered legal firms on the national Central Supplier Database.
• Establishing offices in Limpopo for ease of access and consultations.
• Entering into service level agreements with each appointed firm to define terms and conditions.
• Providing legal services such as investigations, general legal advisory, litigation, policy development, and contract management related to municipal assets, bylaws, and legislation.
• Ensuring firms have expertise in areas including litigation, constitutional law, administrative law, labour law, collections, and other specified fields.

Technical Requirements

Legal firms must meet the following technical criteria:

• Registered on the national Central Supplier Database.
• Having established offices in Limpopo.
• Providing proof of management and supervisory staff with relevant experience and qualifications (minimum B Proc or LLB).
• Attaching valid documents such as Central Supplier Database registration report, Fidelity Fund Certificate, Good Standing Certificate, admission certificates, and proof of municipal rates or traditional authority residence.
• Demonstrating extensive knowledge and expertise in legal investigations, litigation, and advisory services, with specific reference letters and experience letters.
• Providing detailed plans on approach, key milestones, and timeframes for legal matters.
• Having management and supervisory staff with at least 10 years, 2 years, and 1-year experience respectively in relevant legal fields.

Skills Requirements

Legal firms must possess:

• Extensive knowledge in litigation (Magistrate, High Court, Supreme Court, Constitutional Court).
• Expertise in constitutional, administrative, and labour law.
• Experience in collections, contract management, policy development, and dispute resolution.
• Qualified legal practitioners with valid admission certificates and Fidelity Fund Certificates.
• Management and supervisory staff with at least 10 years and 2 years of relevant experience, respectively.
• Support staff with at least 1-year experience in legal investigations and office administration, proficient in MS Office.
• Ability to provide detailed work plans, milestones, and timelines for legal services.
