Objectives

The primary objective of this tender is to appoint six (6) panel of service providers to deliver training and development interventions to Molemole Municipality over a period of 36 months. The service providers are expected to demonstrate their capacity to conduct learning interventions (both credit-bearing and non-credit bearing) aligned with the municipality’s broader developmental goals, including good governance, economic recovery, rural enterprise development, youth employment initiatives, and service delivery improvement.

Scope

The scope of work includes:

• Provision of accredited training programs for municipal employees, councillors, and unemployed learners within the municipal jurisdiction.
• Training in areas such as disaster risk management, local economic development, ward committee governance, public finance management, generic management, water treatment, public administration, occupational health and safety, project management, municipal property valuation, municipal finance, environmental science, and MSCOA modules.
• Training delivery must be conducted by accredited trainers, assessors, and moderators, with proper documentation such as attendance registers, IDs, beneficiary databases, and training reports.
• Support for overcoming operational obstacles and improving municipal service delivery through building or technical assistance, as case-by-case basis.

Technical Requirements

The technical requirements include:

• Registration on the national Central Supplier Database (CSD).
• Provision of valid accreditation from relevant SETAs (LGSETA, SSETA, EWSETA, PSETA, QCTO).
• Submission of joint venture agreements if applicable, with proof of parties involved.
• Demonstration of management and supervisory staff competencies, including CVs and relevant qualifications (minimum NQF Level 6).
• Provision of detailed project methodology and training plans.
• Compliance with specified SAQA IDs and SETA requirements for various training interventions.
• Submission of financial and company documentation, including bank references and previous work experience.
• Adherence to bid submission procedures, including signed documents, proper sealing, and submission before the deadline.

Skills Requirements

The skills requirements for bidders include:

• Management and supervisory staff with proven experience in managing training projects, with CVs indicating at least three (3) years of relevant experience.
• Qualified facilitators with at least three (3) years of facilitation experience, certified at NQF Level 6 or higher.
• Assessors with a minimum of three (3) years’ experience in training assessment, certified at NQF Level 6 or higher, with references for assessments conducted.
• Moderators with similar experience and certification as assessors, with documented moderation experience.
• Development of a comprehensive project plan outlining training strategies and implementation timelines.
• Knowledge of MSCOA modules and relevant financial management and governance standards.
