Objectives

The primary objective of this tender is to facilitate the paving of the Willows internal streets using labour-intensive methods aligned with EPWP guidelines. The project aims to deliver public infrastructure that enhances road conditions within the specified area, promoting employment and community participation.

Scope

The scope includes:

• Paving approximately 1.34 km of internal streets in Willows with a road width of 6 meters.
• Widening of intersections and layer works including road bed, subbase, and base layers.
• Stormwater drainage system installation.
• Construction of concrete kerbing, open drains, and associated earthworks.
• Provision of utility protection, traffic accommodation, and site management as per specifications.
• Implementation of environmental and safety measures, including traffic management and service relocation.

Technical Requirements

The project must adhere to:

• Standard Specifications: SANS 10396, 1914 series, 1921 series, and COLTO standards.
• Project specifications detailing the scope of work, site conditions, and environmental considerations.
• Labour-intensive construction methods aligned with EPWP guidelines, including targeted employment of local and disadvantaged groups.
• Compliance with Occupational Health and Safety Act (No 85 of 1993) and Construction Regulations 2014.
• Proper management of water, stormwater, and existing services to prevent damage and ensure safety.
• Environmental protection measures, including vegetation preservation and fire safety.
• Quality assurance through testing and supervision, with submission of process control and acceptance tests.
• Traffic accommodation and safety measures in accordance with SANS 1921-2:2004.

Skills Requirements

The tenderer must demonstrate:

• CIDB contractor grading of 6CE or higher.
• Experience in road construction, rehabilitation, and earthworks, supported by certified project completion certificates (minimum of five projects valued at R15 million each).
• Key personnel including:
• A qualified Construction Manager (civil engineering or project management degree/B-tech or higher, registered with ECSA or SACPCMP, with at least 10 years’ experience).
• A qualified Site Engineer (civil engineering or project management degree/B-tech or higher, with at least 10 years’ experience).
• A registered Health and Safety Officer (SACPMP), with at least 5 years’ experience.
• Plant and equipment ownership or hire agreements, including excavators, graders, rollers, tipper trucks, and other construction machinery.
• Financial capacity demonstrated through audited financial statements (for tenders exceeding R10 million) and proof of good standing with insurers.
• Capacity to implement labour-intensive methods, including employment of targeted groups such as HDIs, women, youth, and persons with disabilities, with supporting documentation.
• Ability to coordinate site activities, manage environmental and safety compliance, and ensure quality control.
