Tender Summary: Perway Material for Durban Main Centre

Objectives

To procure, manufacture/supply, transport, deliver, and safely offload new, unused, and fully traceable railway permanent-way materials for the Durban Main Centre shunting yard and associated trackwork locations. The primary goal is to ensure strict compliance with engineering specifications, quality standards, and safety regulations while maintaining full contractor accountability for material verification, certification, and replacement of any rejected items.

Scope of Work

The contractor shall manage end-to-end supply chain operations, including sourcing, procurement, manufacturing oversight, quality control, testing, certification, loading, transportation, site access coordination, delivery, safe offloading, and stockpiling. Responsibilities extend to protecting materials from damage or contamination, maintaining batch traceability, and removing or replacing non-compliant goods at no additional cost to the client. The supply includes:

• 2,500 m³ of 63 mm nominal railway ballast stone
• 710 wooden railway sleepers across seven specified lengths
• 233 railway sleeper chairs (Types 3262 and E330)
• 2,500 railway coach screws (20 mm × 150 mm)

All deliveries must be completed within eight weeks of the official Purchase Order date. Ballast shall be delivered in five weekly batches of approximately 500 m³ each, with other materials coordinated to align with the approved project programme.

Technical Requirements

All materials and workmanship must comply with the latest applicable editions of referenced standards, including SANS 657 and Transnet S406 specifications. Key technical mandates include:

• Ballast: Must be 63 mm nominal size; sandstone and shale are prohibited. SANAS-accredited laboratory test certificates demonstrating compliance are required before first delivery and for every subsequent source or batch change.
• Wooden Sleepers: Must be approved hardwoods, fully preservative-treated (creosote or CCA), suitable for heavy axle loads, turnouts, and shunting-yard trackwork. They must be free from splits, rot, warping, mechanical damage, and burn marks. Treatment and moisture certificates are required per batch.
• Sleeper Chairs & Coach Screws: Must meet specified dimensions and load requirements. Material and galvanizing/coating certificates are mandatory prior to or with each batch delivery.
• Environmental Conditions: Materials must perform reliably at sea level, within 0 °C to 45 °C ambient temperatures, 50% to 100% relative humidity, and a heavy saline atmosphere.
• Quality & Traceability: A documented quality-control system is required. Every delivery must link to its source, batch/lot, certificate, and delivery note. Transnet retains inspection rights at all production, storage, and delivery facilities.

Skills and Capability Requirements

Bidders must demonstrate proven operational capabilities in railway infrastructure material supply and logistics. Required competencies include:

• Project scheduling and logistics coordination to guarantee completion within the eight-week delivery window.
• Implementation of documented quality-assurance, batch traceability, and certification management systems.
• Experience coordinating SANAS-accredited laboratory testing and managing compliance documentation.
• Robust health, safety, and environmental management skills, including the development of delivery risk assessments and method statements compliant with the Occupational Health and Safety Act.
• Proficiency in heavy-material handling, safe offloading procedures, and preservation techniques suitable for saline environments.
• Strong administrative capacity to manage continuous documentation submissions and reporting to the Transnet Technical Representative.
