Objectives

The primary objective of this tender is to construct and upgrade the water supply and bulk water reticulation infrastructure across multiple villages, including Ngwenani Themeli, Ngulumbi, Ngovhela, Madamalala, Phindula, Maembeni, and Muledzhi, within the Vhembe District Municipality. The project aims to improve water delivery, storage, and distribution systems to ensure reliable water access, including the installation of pipelines, reservoirs, elevated tanks, pump stations, and associated infrastructure, in accordance with specified standards and specifications.

Scope

The scope of work encompasses:

• Construction of bulk water pipelines of various diameters (e.g., 63mm, 75mm, 90mm, 110mm, 160mm) including trenching, bedding, and backfilling.
• Installation of reservoirs and elevated tanks (e.g., 1250kl, 850kl, 200kl, 1000kl) with associated foundations, supports, and access structures.
• Provision of pipeline fittings, valves, air vents, scour valves, and associated accessories.
• Construction of valve chambers, manholes, and other ancillary structures.
• Implementation of pipeline crossings over roads, rivers, and other obstacles with gabion and gabion-pitching structures.
• Provision of pipeline protection, corrosion protection, and coating as per specifications.
• Installation of control and monitoring equipment, including float valves, level indicators, and gauges.
• Site preparation, environmental management, and compliance with safety standards.
• Testing, commissioning, and handover of the completed infrastructure.

Technical Requirements

The technical requirements include:

• Adherence to relevant standards such as SABS 1200 series, SANS 1123, SANS 664, and DWAF specifications.
• Use of approved materials bearing the SABS mark, including pipes, fittings, valves, and coatings.
• Proper bedding, backfilling, and compaction of pipelines in accordance with specified AASHTO and SABS standards.
• Installation of pipelines with correct alignment, levels, and jointing, ensuring leak-proof and durable connections.
• Construction of reservoirs and tanks with reinforced concrete, proper foundations, and corrosion protection.
• Provision of adequate access, ventilation, and safety features in valve chambers and pump stations.
• Implementation of environmental and safety measures, including traffic management, site safety, and hazard control.
• Testing of pipelines and structures for pressure, leakage, and integrity before commissioning.
• Documentation, as-built drawings, and operational manuals upon completion.

Skills Requirements

The tender specifies that the contractor must possess:

• Registration with the Construction Industry Development Board (CIDB) with a minimum grading of 7CE or higher.
• Experience in water reticulation, pipeline installation, reservoir construction, and related civil and mechanical works.
• Qualified personnel including registered engineers, site supervisors, safety officers, and skilled artisans.
• Capability to execute civil, mechanical, and electrical works as per technical standards.
• Proficiency in environmental management, safety compliance, and quality control.
• Availability of suitable construction equipment, tools, and resources to meet project deadlines.
• Demonstrated experience in similar projects with references and completion certificates.
• Financial capacity to undertake and complete the project, supported by relevant financial statements and bank ratings.
