Objectives

The primary objective of this tender is to establish a twelve-month contract for plumbing maintenance and repairs across DPWI facilities within BCMM. The contract aims to ensure the provision of reliable plumbing services, including supply, repair, installation, commissioning, and testing of plumbing systems, to maintain the functionality and safety of government buildings and facilities.

Scope

The scope of work includes:

• Supply of plumbing materials and components.
• Execution of repair works related to existing plumbing systems.
• Installation of new plumbing systems, fittings, and connections.
• Commissioning and testing of plumbing services.
• Work to be carried out in various government facilities within BCMM, including multiple complexes, ministerial buildings, and other government premises listed in Annexure A.
• Work may include emergency repairs, routine maintenance, and minor construction activities related to plumbing.
• All work must adhere to relevant standards, regulations, and safety protocols, including occupational health and safety regulations.

Technical Requirements

The technical requirements for the tender include:

• Provision of qualified and registered plumbers with valid trade certificates.
• Use of specified plumbing materials such as polypropylene pipes, uPVC pipes, copper pipes, and associated fittings, compliant with relevant standards.
• Execution of work during normal working hours, with provisions for after-hours and weekend work as necessary, ensuring minimal disruption.
• Adherence to health and safety regulations, including submission of a Health & Safety Plan prior to commencement.
• Compliance with Occupational Health and Safety Act, 1993, and Construction Regulations, 2003.
• Use of PPE by all personnel at all times on site.
• Implementation of operational protocols to ensure site security and safety.
• Proper management of noise, dust, and environmental impact during works.
• Provision of detailed project experience, including references of similar completed projects and current projects.
• Submission of all required documentation, including CIDB registration, tax compliance certificates, and proof of registration on the Central Supplier Database (CSD).
• Pricing to include VAT, with rates fixed for the duration of the contract.
• Completion of all returnable schedules and forms as specified in the tender documents.

Additional Technical Conditions

• All repairs and installations must conform to relevant SANS standards and manufacturer instructions.
• Work in live environments such as occupied offices and residences must be coordinated to minimize inconvenience.
• Temporary works and site safety measures must comply with applicable legislation.
• All work must be completed within specified timeframes, with urgent repairs addressed within 48 hours of instruction.
• Contractor must provide a comprehensive Health & Safety Plan and ensure vetting of all staff.
• Transport and travel costs are to be included and reimbursed within specified limits, based on distances within BCMM.
