Tender Summary: Industrial Cleaning Services at Richards Bay MPT

Objectives

The primary objective is to appoint a qualified service provider to deliver comprehensive industrial cleaning services over a thirty-six-month period on an “as and when required” basis at the Transnet Port Terminals – Richards Bay Multi Purpose Terminal. The contract aims to maintain operational cleanliness, uphold stringent safety and environmental standards, and support efficient cargo handling across berths, stockpiles, and rail sidings.

Scope of Work

The scope covers routine and ad-hoc cleaning across all terminal operational zones, including road surfaces, quaysides, weighbridges, sheds, drains, and stockpile areas. Key responsibilities include:

• Cleanup of material spillages and handpicking of dunnage, waste paper, and scrap metal.
• Weekly grass cutting and vegetation trimming across designated sections.
• Operation across day and night shifts, including weekends and public holidays.
• Deployment of manpower based on operational demand, with advance notice provided by the client regarding required quantities and scheduling.

Technical Requirements

• Workforce Availability: Minimum of ninety (90) human resources must be confirmed available to execute works.
• Tools & Equipment: Provision of industrial hard brooms, wheelbarrows, shovels, spades, and steel debris rakes as specified.
• PPE Compliance: Full provision of mandated personal protective equipment, including safety boots, helmets, goggles, overalls, rainsuits, dust masks, gloves, and high-visibility vests.
• Regulatory Certifications: Valid Compensation Commissioner (COIDA) Letter of Good Standing, tax compliance status, and Central Supplier Database registration.
• Location Proof: Documentation proving company operations within a thirty-kilometre radius of the terminal (preferred for evaluation scoring).
• SHEQ Protocols: Strict adherence to Safety, Health, Environment, and Quality standards, including risk management, chemical handling, waste disposal, and incident reporting procedures.

Skills and Experience Requirements

• Industry Experience: Minimum four cumulative years of proven experience providing cleaning services in industrial plant environments, supported by recent reference letters.
• Supervisory Competency: Site supervisors must hold valid Code B driver’s licences, undergo formal competency appointments, and demonstrate resource optimization capabilities.
• Staff Training: All personnel must be trained in equipment operation, chemical handling, manual handling, hazard identification, and emergency response.
• Operational Knowledge: Familiarity with port-specific safety regulations, environmental compliance, and industrial hygiene standards.
• Labor Compliance: Ability to manage shift rotations, provide relief staff in line with labour relations legislation, and adapt to fluctuating daily work allocations.

• “As and When Required” Basis: Denotes a non-guaranteed volume contract where services are requested ad-hoc based on real-time operational needs. Pricing remains fixed for twelve months post-award, after which annual escalation applies using agreed indices.
• Annual Price Benchmarking: The successful provider must undergo yearly price reviews. If Transnet identifies lower market rates through benchmarking, the provider must match or undercut those rates within thirty calendar days, or face contract termination or item removal.
• Post-Tender Negotiations (PTN): Transnet reserves the right to sequentially negotiate with top-ranked bidders if initial quotes exceed market-related thresholds, aiming to secure fair pricing before final contract conclusion.
• Specific Goals Preference System: Up to twenty evaluation points are allocated for Broad-Based Black Economic Empowerment (B-BBEE) status, local enterprise participation, and subcontracting a minimum of thirty percent of contract value to designated historically disadvantaged groups.
