Objectives

The primary objectives of this tender are to engage a qualified professional service provider to:

• Prepare Annual Financial Statements for the municipality.
• Provide audit support services.
• Conduct revenue data cleansing to ensure accuracy and integrity.
• Implement revenue enhancement strategies.
• Transfer skills to municipal officials to promote sustainability of financial practices.

Scope

The scope of work encompasses the delivery of integrated financial reporting, audit support, and revenue management services over a period of three (3) years. Specifically, the service provider shall:

• Prepare and review Annual Financial Statements annually.
• Support the audit process with necessary documentation and assistance.
• Perform revenue data cleansing for each financial year, ensuring data accuracy and consistency.
• Implement revenue enhancement initiatives to improve revenue collection and management.
• Transfer relevant skills and knowledge to municipal officials to ensure ongoing sustainability.

Technical Requirements

The technical requirements for the tender include:

• Provision of professional and qualified personnel, including CVs, certified qualifications, and proof of registration.
• Demonstrated experience in preparing and reviewing financial statements within a municipal environment.
• Experience in revenue data cleansing and revenue enhancement projects.
• Provision of a clear methodology and sustainability strategy for the duration of the contract.
• Implementation of a skills transfer plan to municipal officials.
• Compliance with insurance requirements, including professional indemnity cover of at least R3 million.
• Adherence to the prescribed evaluation criteria, including references and experience.

Skills Requirements

The skills and qualifications required from bidders include:

• Key personnel with relevant expertise in financial reporting, audit support, and revenue management.
• Team Leader, Project Manager, and Project Consultant with proven track records.
• Ability to demonstrate experience through reference letters, particularly in municipal financial environments.
• Skills transfer capability to ensure municipal staff can sustain financial practices post-contract.
• Knowledge of applicable legislation, standards, and best practices in municipal financial management.
• Capacity to deliver the scope within the specified timeframe and budget, with a fixed lump-sum pricing schedule.
