Objectives

The primary objective of this tender is to procure an annual fire service for fire protection equipment across buildings owned by the Department of Public Works & Infrastructure in the Nelson Mandela District. The aim is to ensure that fire protection systems are maintained, serviced, and compliant with relevant standards to safeguard assets, personnel, and infrastructure.

Scope

The scope includes:

• Annual servicing, maintenance, and testing of fire protection equipment such as fire extinguishers, fire detection systems, sprinkler systems, fire hydrants, hose reels, and fire panels across specified buildings in the Nelson Mandela District.
• Supply, delivery, and installation of fire protection equipment as required.
• Provision of necessary documentation, reports, and compliance certificates.
• Site-specific inspections, testing, and reporting in accordance with standards such as SANS 10400 and relevant regulations.
• Implementation of health and safety measures during the execution of services.

Technical Requirements

The technical requirements include:

• Adherence to the specifications outlined in the detailed technical document, including standards such as SANS 10139, SANS 1475, SABS 1186, and SANS 10400.
• Inspection, testing, and maintenance of fire extinguishers (various sizes), fire detection devices, sprinkler systems, hydrants, hose reels, and fire panels.
• Provision of a comprehensive service register indicating the status, pressure test dates, and location of each fire protection device.
• Supply and installation of fire safety signage, control panels, and related accessories.
• Carrying out repairs, replacements, and upgrades as necessary to ensure systems are fully operational and compliant.
• Preparation of reports, certificates, and documentation for each site visit and service.
• Compliance with occupational health and safety regulations, including COVID-19 protocols, PPE, lockout systems, and hazard management.

Skills and Competencies Required

The tenderer must demonstrate:

• CIDB grading of 1SF/1SF PE or higher in fire protection or related construction works.
• Technical expertise in fire protection systems, including servicing, testing, and installation of fire extinguishers, detection systems, sprinkler systems, hydrants, and fire panels.
• Knowledge of relevant standards such as SANS 10139, SANS 1475, SABS 1186, and SANS 10400.
• Experience in conducting inspections, pressure testing, and maintenance of fire safety equipment.
• Qualified personnel including certified technicians, fire safety specialists, and competent supervisors.
• Ability to prepare detailed reports, certificates, and compliance documentation.
• Understanding of occupational health and safety regulations, including COVID-19 safety measures and hazard management.
• Capacity to coordinate site activities, manage safety protocols, and ensure minimal disruption during service delivery.
