Objectives

The primary objective of this contract is to assist the eThekwini Municipality in reducing Non-Revenue Water (NRW) levels within the municipality by 5% per annum over three years, aligning with the adopted turnaround strategy. The overarching goal is to improve water conservation and water demand management across the specified operational areas.

Scope

The high-level scope of work includes:

• Implementation of water conservation and demand management strategies within the South/Central, Western, and Northern operational areas.
• Analysis of water supply zones, including Discrete Management Areas (DMAs), reservoir zones, and calibration of hydraulic models where available.
• Obtaining minimum night flows (MNF), infrastructure leakage index (ILI), and improving water balance reporting accuracy.
• Development and roll-out of NRW reduction initiatives linked to targeted programs.
• Enhancement of water system monitoring, metering, and leak detection activities.

Technical Requirements

The technical requirements encompass:

• Analysis and calibration of hydraulic models for water zones and DMAs.
• Implementation of NRW reduction initiatives, including leak detection, logging, and metering improvements.
• Provision of field measurements and linked data to support water balance and leakage assessments.
• Development of water demand management strategies aligned with the municipality’s objectives.
• Preparation of reports on progress, including water balance, leakage, and NRW reduction achievements.

Skills Requirements

The tenderer must demonstrate:

• Experience in water demand management, NRW reduction, and hydraulic modeling.
• Completion of at least three relevant projects, each with a minimum contract duration of one year and a present-day value of at least ten million rands.
• Key personnel with appropriate qualifications and experience, including CVs (max 3 pages) and supporting documents such as IDs, academic qualifications, and professional registration.
• Capability to provide specialized logging and leak detection equipment, either owned or via subcontractors.
• Ability to mobilize resources across multiple operational areas, including the Western Region where a Program Manager role is required.
• Compliance with the minimum staffing requirements as specified in the tender documentation.
