Objectives

The primary objective of this tender is to engage a professional service provider (PSP) to analyze, design, implement, and monitor water conservation and water demand management strategies within the Northern Operational Area of the eThekwini Municipality. The overarching goal is to reduce Non-Revenue Water (NRW) levels by 5% per annum over three years, supporting the municipality’s turnaround strategy adopted in April 2023.

Scope

The scope of work includes but is not limited to:

• Analyzing existing water systems, billing data, GIS data, and pressure management zones.
• Designing and implementing water demand management initiatives such as pressure management, leak detection, pipe replacement, zone metering, and meter verification.
• Performing construction monitoring and reporting activities related to water conservation projects.
• Preparing as-built drawings, GIS shape files, and calibration of hydraulic models.
• Collecting burst reports, conducting burst frequency analysis, and performing water balances according to international standards.
• Appointing external contractors where internal capacity is insufficient, with external activities being subject to employer approval.
• Developing a project implementation plan and ensuring continuous stakeholder engagement.

Technical Requirements

The technical requirements include:

• Provision of a qualified team comprising a Project Manager, Project Engineer, GIS Technician, Data Analyst, Site Engineers, and other specialists as per the approved team structure.
• Ownership or hiring arrangements for specialized equipment such as network data loggers, flow meters, ultrasonic meters, etc.
• Implementation of water balance analysis, pressure management, leak detection, and pipe replacement activities.
• Preparation of detailed reports, GIS data, and hydraulic models for review and handover.
• Provision of security for field activities in high-risk areas.
• Adherence to health and safety standards, and cooperation with other departments and contractors involved in water management activities.

Skills Requirements

The tenderer must demonstrate:

• Experience in water demand management, NRW reduction projects, leak detection, pressure management, and mains replacement.
• Successfully completed at least three relevant projects over the past 16 years, each with a minimum value of R10 million and resulting in at least 5% NRW reduction.
• Proposed key personnel with relevant qualifications and experience, including a Project Manager and Project Engineer with expertise in demand management and NRW reduction.
• Availability of specialized equipment owned or hired by the tenderer, with supporting affidavits.
• Ability to provide GIS and hydraulic modeling expertise, data analysis, and construction monitoring.
• Capacity to coordinate with multiple stakeholders and external contractors, ensuring compliance with safety and quality standards.
