Objectives

The primary objective of the tender is to appoint a professional service provider (PSP) to analyze, design, implement, and monitor water conservation and water demand management strategies within the eThekwini Municipality's Southern and Central operational areas. The overarching goal is to reduce Non-Revenue Water (NRW) levels by 5% per annum over three years, supporting the municipality's turnaround strategy to improve water efficiency and reduce losses.

Scope

The scope of work includes:

• Analysis, design, and construction monitoring of water demand reduction initiatives such as pressure management, leak detection, pipe replacement, zone metering, and meter verification.
• Preparation of reports on physical verification exercises, GIS data updates, and infrastructure assessments.
• Collection and analysis of billing data, GIS data, and operational parameters.
• Implementation of water demand management and water conservation projects, including water balance calculations, pressure management, and infrastructure upgrades.
• Liaison with stakeholders, preparation of project plans, and reporting on progress and outcomes.
• External interventions to supplement internal capacity, with external contractors appointed only when necessary.

Technical Requirements

The technical requirements include:

• Provision of a qualified team comprising a Project Manager, Project Engineer, GIS Technician, Data Analyst, Site Engineer, and other technical staff.
• Demonstration of relevant experience with at least three projects of a minimum of one-year duration and a value exceeding R10 million over the past 17 years.
• Ownership or hiring arrangements for specialized equipment such as data loggers, flow meters, ultrasonic meters, and GIS tools.
• Implementation of water demand management interventions, leak detection, pressure management, and water balance analysis.
• Provision of security for field operations and cooperation with other departments and contractors involved in water infrastructure projects.
• Adherence to safety, environmental, and quality standards as per applicable regulations and professional best practices.

Skills Requirements

The tenderer must demonstrate:

• Proven experience in water demand management, NRW reduction, leak detection, and pressure management projects.
• Capability to analyze GIS and billing data, perform hydraulic modeling, and prepare detailed reports.
• Qualified personnel with relevant certifications, including professional registration (e.g., ECSA), and experience in project management and technical execution.
• Ownership or access to specialized equipment, supported by certified affidavits.
• Ability to coordinate with multiple stakeholders, including municipal departments, contractors, and targeted enterprise partners.
• Knowledge of South African water regulations, standards, and best practices in water conservation and demand management.
