Objectives

The primary objective of this tender is to engage suitable service providers for the provision and management of a short-term insurance portfolio for Mandeni Municipality. The contract duration is set for 36 months, aiming to ensure effective insurance coverage and risk management for the municipality's assets and operations.

Scope

The scope of the tender includes:

• Provision of short-term insurance services for the municipality's assets and liabilities.
• Management of the insurance portfolio over a period of 36 months.
• Participation in a compulsory clarification meeting and site inspection.
• Submission of sealed bids by the specified deadline for evaluation and award.

Technical Requirements

The technical requirements include:

• Attendance at a compulsory clarification meeting scheduled for 18th June 2026 at the Municipal Council Chamber.
• Compliance with the conditions outlined in the bid documents.
• Provision of audited annual financial statements for the past three years or since establishment if less than three years old.
• Registration on the Central Supply Database (CSD).
• Adherence to the evaluation criteria, including functionality and price, as per the municipality’s SCM policy.

Skills Requirements

The skills and qualifications required from bidders include:

• Demonstrated expertise in short-term insurance provision and management.
• Ability to comply with financial and administrative requirements, including audited financial statements.
• Knowledge of municipal insurance needs and risk management practices.
• Capacity to meet the evaluation criteria related to enterprise ownership and regional location, including:
• Enterprise located within the iLembe Region (6 points)
• Enterprise within KZN Province (3 points)
• Ownership by Black people (5 points)

• Ownership by People with Disabilities (3 points)
