Objectives

The primary objective of this tender is to appoint a qualified auctioneering service provider to conduct auction services for municipal assets that have become redundant, over a period of 12 months. The service aims to facilitate the transparent, fair, and efficient sale of municipal assets, ensuring maximum value realization and compliance with relevant regulations.

Scope

The scope includes:

• Provision of auction services for municipal assets, including preparation, management, and execution of auctions.
• Asset valuation, advertising, and marketing of auctioned items.
• Organizing viewing and inspection sessions for potential buyers.
• Handling of all logistical arrangements, security, and documentation related to the auction process.
• Post-auction reporting, reconciliation, and transfer of proceeds.
• Ensuring compliance with VAT and other relevant legal requirements.

Technical Requirements

The technical requirements specify that the service provider must:

• Be registered with the South African Institute of Auctioneers (SAIA) and provide proof of registration.
• Have at least 10 years of experience as a qualified auctioneer.
• Demonstrate experience in municipal or government asset auctions through appointment and reference letters.
• Develop and submit a comprehensive methodology covering auction procedures, resource availability, responsibility for assets, and transparency.
• Provide a detailed project plan, including pre-auction preparations, auction management, and post-auction activities.
• Ensure the auction process is fair, transparent, and accountable, with proper documentation and compliance measures.
• Guarantee the realization of the estimated value of assets through a bank or SAIA guarantee.

Skills Requirements

The successful bidder must possess:

• Registered auctioneers with SAIA, with at least 10 years of relevant experience.
• Proven experience in municipal or government asset auctions, supported by appointment and reference letters.
• Strong project management skills, including asset valuation, marketing, logistics, and reporting.
• Ability to organize and manage auction proceedings effectively, including security, viewing sessions, and stakeholder communication.
• Excellent documentation, compliance, and reporting capabilities.
• Capacity to deliver transparent and fair auction processes, ensuring maximum asset value and adherence to legal and municipal requirements.
