Objectives

The primary objective of the tender is to procure cargo handling services along with the necessary material handling equipment and operators for Transnet Port Terminals at Maydon Wharf and Agribulk Terminals. The services aim to support the handling of commodities such as ferrochrome, chrome, manganese, metcoke, coal, and grains over a period of three years, ensuring efficient, safe, and compliant port operations.

Scope

The scope includes:

• Provision of cargo handling services at specified terminals.
• Supply and operation of material handling equipment, including:
• Six (6) front-end loaders
• Fourteen (14) dumper trucks
• Four (4) articulated open-top container tipper trucks
• Four (4) pushers
• One (1) specially adapted excavator
• Operators qualified, competent, and certified for the equipment provided.
• Maintenance, operational readiness, and safety compliance of equipment.
• Adherence to port safety, security, and environmental regulations.
• Performance monitoring through service level agreements.
• Provision of references, proof of equipment capability, and track record of similar work.

Technical Requirements

The technical requirements encompass:

• Equipment must be in good operating condition, fully maintained, and fit for continuous service.
• Provision of valid certificates for operators (competency certificates, driver’s licenses, PrDP).
• Equipment not exceeding specified operating hours for old equipment; evidence of maintenance and service records.
• Ability to supply genuine spare parts and perform routine maintenance.
• Availability of equipment and operators 24/7, with minimal downtime and prompt replacement in case of breakdowns.
• Compliance with safety, health, and environmental standards, including PPE and safety procedures.
• Adherence to port security, customs, and ISPS regulations.
• Provision of response times, technical support, and performance reports.
• Implementation of safety and security measures, including security clearance for personnel.
• Participation in regular performance and safety audits, and submission of performance reports.

Skills and Skills Requirements

The tender mandates the following skills and qualifications:

• Qualified and certified equipment operators, including:
• 20 front-end loader competency certificates with valid EC1 or EC driver’s licenses
• 2 excavator competency certificates with valid EC1 or EC licenses
• 28 driver’s licenses with valid PrDP for tipper trucks and articulated open-top container trucks
• Proven experience in similar cargo handling operations, with references demonstrating successful completion of projects worth at least R20 million within the past five years.
• Technical expertise in operating, maintaining, and repairing heavy port equipment.
• Ability to supply and manage equipment in accordance with OEM standards and service records.
• Skilled personnel capable of working in a 24/7 port environment, adhering to safety, security, and environmental protocols.
• Management and supervisory skills, including experience in contract management, reporting, and compliance monitoring.
