Objectives

The primary objective of this tender is to establish a panel of forensic investigation service providers to deliver effective and efficient forensic investigations related to fraud, corruption, malpractice, and other irregularities for a period of 36 months. The aim is to ensure the provision of specialized resources, skills, and expertise to support the City Integrity & Investigations Unit in conducting thorough investigations and producing comprehensive reports, including court testimonies when necessary.

Scope

The scope of work includes:

• Provision of forensic investigation services for fraud, corruption, malpractice, and irregularities.
• Assignment of investigations based on the needs identified by the City Integrity & Investigations Unit (CIIU).
• Appointing firms with expertise across four categories:
  • Partner: Highly qualified professionals with at least 10 years of experience.
  • Investigation Manager: Professionals with at least 5 years of experience and relevant qualifications.
  • Senior Forensic Investigator: Professionals with at least 3 years of experience.
  • Junior Forensic Investigator: Professionals with at least 1 year of experience.
• Completion of investigation cases, report production, court testimony, and related assignments.
• Adherence to investigation timelines, produce reports, and undertake any additional tasks as directed by CIIU.

Technical Requirements

The technical requirements include:

• Demonstrated experience in conducting at least five investigations resulting in criminal case registration within the last ten years.
• Minimum functionality score of 70 points based on criteria such as experience, methodology, and expertise.
• Provision of detailed investigation methodology, including approach, reporting, timelines, and billing procedures.
• Expertise in specialized investigation techniques, with at least three technical examples in UIFWE, Fraud, and Corruption.
• Ability to produce comprehensive forensic investigation reports and testify in court or disciplinary hearings.
• Availability of qualified personnel with relevant tertiary qualifications and experience as specified for each category.

Skills Requirements

The skills and qualifications required from service providers and their personnel include:

• Partner: Over 10 years of relevant professional experience, tertiary qualifications, and sector-specific expertise.
• Investigation Manager: Minimum 5 years of experience, relevant qualifications, and leadership in multidisciplinary investigations.
• Senior Forensic Investigator: At least 3 years of experience, relevant qualifications, and specialized skills in forensic investigations.
• Junior Forensic Investigator: At least 1 year of experience, relevant tertiary qualifications, and basic investigative skills.
• Ability to produce CVs for proposed experts, demonstrating relevant experience and qualifications.
• Proficiency in investigative methodologies, report writing, court testimony, and adherence to professional ethics and confidentiality standards.
