Objectives

The primary objective of this tender is to procure lifeguard services for the Bergrivier Municipal Area, ensuring safety at beaches and swimming pools from the date of appointment until 30 June 2026. The services aim to provide professional lifeguarding, first aid, emergency response, and related safety functions to the public within the municipal jurisdiction.

Scope

The scope includes:

• Provision of qualified lifeguards affiliated with Life Saving South Africa.
• Deployment of lifeguards at specified beaches and pools during operational hours (09:00 – 18:00).
• Provision of necessary equipment such as first aid kits, Automated External Defibrillators (AED), emergency oxygen, and communication devices.
• Monitoring and reporting on surf and safety conditions daily.
• Ensuring staff are properly trained, equipped, and adhere to safety standards.
• Management of staff, equipment, and operational logistics for the duration of the contract.

Technical Requirements

The technical specifications include:

• Affiliation with Life Saving South Africa, with documentary proof.
• Provision of minimum basic life support stock, AEDs, emergency oxygen, and communication radios.
• Use of municipal equipment, with care and return after contract termination.
• Minimum staffing: one supervisor, three crew leaders, with at least two lifeguards per site.
• Staff must have valid Lifesaving South Africa SURF qualifications, with copies kept on file.
• Provision of uniforms, daily reporting, incident updates, and attendance registers.
• Insurance coverage of at least R10 million for public liability.
• Adherence to specified operating hours and safety protocols.

Skills Requirements

The tenderer’s staff must possess:

• Valid Lifesaving South Africa SURF qualifications.
• Minimum age of 16 years for lifeguards and 18 years for crew leaders.
• First aid and emergency response skills, including the ability to operate AEDs and oxygen equipment.
• Effective communication skills, including proficiency with marine VHF radios (SAMSA SRC license).
• Ability to perform rescue operations, administer first aid, and respond to surf and safety incidents.
• Professionalism, punctuality, and compliance with safety and operational standards.
