Objectives

The primary objective of this tender is to procure professional civil and structural engineering services for the construction of the Mqhekezweni Great Place over an 18-month period. The services aim to ensure the successful design, supervision, and management of civil and structural works aligned with the project scope and employer requirements.

Scope

The scope of work includes:

• Provision of professional civil and structural engineering services as per the guidelines and Tariff of Fees issued under the Engineering Profession Act, 2000.
• Design, endorsement, and registration of civil and structural components.
• Coordination with local authorities and stakeholders throughout all project stages.
• Quality control of physical and intangible project elements.
• Collaboration with other professional disciplines involved in the project (e.g., electrical, mechanical, architectural).
• Provision of services for all civil and structural works related to the building, including supervision and project management.
• Contributing to skills development and training during project execution.

Technical Requirements

The technical requirements include:

• Registration with the South African Council for the Civil and Structural Engineers Profession (ECSA).
• Adherence to the standard services and stages outlined in the Tariff of Professional Fees Schedule, including inception, design development, documentation, procurement, contract administration, and close-out.
• Provision of qualified personnel, including professional engineers, technologists, and technicians, with relevant experience.
• Preparation of detailed designs, endorsements, and registration certificates.
• Coordination with local authorities and stakeholders to ensure compliance with relevant legislation and standards.
• Implementation of quality control measures and adherence to project timelines.
• Provision of disbursements such as printing, copying, and travel expenses as per the prescribed rates.

Skills Requirements

The successful tenderer must demonstrate:

• Registration and good standing with ECSA for civil and structural engineering professionals.
• Proven experience in managing similar civil and structural engineering projects, preferably within South Africa.
• Capability to provide a multidisciplinary team including registered engineers, technologists, and technicians.
• Ability to coordinate effectively with local authorities, stakeholders, and other professionals involved in the project.
• Strong project management and supervision skills to ensure timely delivery and quality standards.
• Experience in skills development and training during project execution.
• Compliance with all legal, safety, and environmental standards applicable to the construction and engineering sector.
