Objectives

The primary objective of this tender is to appoint a professional civil and structural engineering service provider to design, oversee, and facilitate the construction of a conservancy tank at Ngqamakhwe Service Office. The services aim to ensure the successful delivery of a compliant, safe, and efficient tank construction aligned with relevant standards and regulations.

Scope

The scope of work includes:

• Provision of civil and structural engineering consultancy services for the construction of a conservancy tank.
• Design, site investigation, and producing reports of findings.
• Providing oversight and approval at key construction hold points.
• Coordination with other professionals involved (architects, quantity surveyors, electrical, mechanical, safety agents).
• Preparation of design documentation, drawings, and specifications.
• Site supervision and ensuring compliance with design and specifications.
• Engagement with local authorities and stakeholders.
• Skills development and capacity building during project execution.

Technical Requirements

The technical requirements include:

• Registration with the Engineering Council of South Africa (ECSA) as a Professional Engineer, Technologist, or Technician.
• Experience in similar civil and structural projects, particularly in tank construction.
• Provision of detailed design reports, drawings, and specifications compliant with DPW standards and relevant legislation.
• Coordination with local authorities and stakeholders throughout all project phases.
• Preparation of progress reports, quality control documentation, and site supervision reports.
• Adherence to the latest civil and structural engineering manuals and guidelines issued by DPW and ECSA.
• Provision of professional indemnity insurance within 21 days of appointment.

Skills Requirements

The successful bidder must demonstrate:

• Registered professional civil and structural engineers with relevant experience.
• Proven track record in designing and managing similar infrastructure projects, especially water or tank structures.
• Capacity to carry out on-site investigations, produce reports, and oversee construction activities.
• Ability to coordinate multidisciplinary teams and local authorities effectively.
• Skills in project management, site supervision, and quality assurance.
• Capacity to contribute to skills development and capacity building during project execution.
• Compliance with all relevant legislation, standards, and DPW guidelines.
