Objectives

The primary objective of this tender is to appoint a qualified service provider to conduct external environmental compliance audits at various waste management facilities operated by the City of Cape Town. The audits aim to ensure that waste management facilities adhere to relevant legislation, permits, standards, and norms, thereby promoting environmental sustainability and regulatory compliance.

Scope

The scope encompasses the external environmental compliance auditing of the following waste management facilities:

• Operational, Closed, and Historic Landfill Sites (regulated by waste management licences and permits)
• Refuse Transfer Stations (RTSs)
• Materials Recovery Facilities (MRFs)
• Drop-off Facilities (DOFs)
• Compost Plants (CPs)
• Landfill Gas Installations/Infrastructure
• Water Use Licences (WULs) for water abstraction activities

The audits include planning, on-site inspections, evidence collection, reporting, and follow-up activities, with a focus on compliance with legislation such as the Waste Act, Norms & Standards, and relevant environmental standards.

Technical Requirements

The technical requirements include:

• Conducting comprehensive environmental compliance audits based on approved checklists and standards.
• Performing pre-site activities, on-site inspections, and post-visit analysis, including photographic documentation and data interpretation.
• Producing detailed audit reports within specified timeframes, including findings, non-compliances, and recommendations.
• Auditing of specific facilities such as landfills, gas extraction systems, transfer stations, and water licences.
• Ensuring audits are performed in accordance with applicable legislation, standards, and international best practices.
• Providing high-quality printed and electronic reports, with a minimum number of copies as specified.
• Adhering to timeframes for report delivery (14 days per audit, with a total of 42 days for site activities).

Skills and Qualifications Requirements

The tenderer must demonstrate the following skills and qualifications:

• Environmental assessment professionals registered with recognized bodies such as:
• Environmental Assessment Practitioners Association of South Africa (EAPASA)
• South African Council for Natural Scientific Professions (SACNASP)
• Engineering Council of South Africa (ECSA)
• Proven experience in conducting environmental compliance audits at waste management facilities, with documented reports.
• Key personnel with relevant post-registration experience and qualifications, including CVs and proof of registration.
• Demonstrated track record through relevant project references and audit reports.
• Ability to interpret environmental data, standards, and legislation accurately.
• Capacity to deliver reports within specified deadlines, with high-quality documentation standards.
• Knowledge of national and international environmental standards and norms applicable to waste facilities.
• Experience in auditing landfill gas, water licences, and other environmental authorizations.
