Objectives

The primary objective of this tender is to procure Rail Network Protection Services (RNPS) for Transnet Rail Infrastructure Manager (TRIM) within the Central Corridor for a period of twelve (12) months. The aim is to enhance the security and protection of critical rail infrastructure, support regional connectivity, and improve current processes through a partnership with a suitable service provider.

Scope

The scope includes providing comprehensive rail network protection solutions within the Central Corridor, covering strategic sectors such as Greenview, Natal Spruit yard, and lines. The services encompass security operations, community engagement, law enforcement collaboration, vehicle and drone management, transitional planning, and compliance with safety and security standards. The selected service provider will also support Transnet’s green initiatives and job creation efforts.

Technical Requirements

• Provision of security services for critical rail infrastructure in designated sectors.
• Implementation of community engagement and socio-economic upliftment plans.
• Coordination with law enforcement agencies, including establishing communication and joint operations.
• Operational presence with proof of ownership or lease agreements for premises in Gauteng and Northwest provinces, including SAPS safe inspection approvals.
• Deployment of a minimum of 20 motorized vehicles (including 4x4 double cabs, single cabs, and motorbikes).
• Drone services with SACAA-approved training, registration, and licensing, including remote pilot licenses and drone registration certificates.
• Development of a transitional plan for contract takeover and deployment, ensuring continuity of security operations.
• Compliance with PSIRA registration, insurance, criminal clearance, and other statutory requirements.
• Adherence to environmental policies, safety standards, and security protocols.

Skills and Competency Requirements

• PSIRA registration (minimum Grade C) for security officers, with valid certificates.
• Criminal clearance certificates for all active directors and security personnel, not older than six months.
• Proof of operational presence through ownership or lease agreements and SAPS safe inspection approvals.
• Experience in critical infrastructure or national key point security, demonstrated via reference letters.
• Community engagement and socio-economic upliftment planning skills, with documented community partnership strategies.
• Law enforcement interface planning, including case management and joint operation protocols.
• Vehicle and drone operation expertise, including SACAA licensing, drone registration, and pilot certification.
• Ability to develop and implement transitional plans for seamless service takeover.
• Compliance with legal, safety, environmental, and security standards as per statutory requirements.
