To procure a reliable, secure, and compliant mobile data connectivity solution for Bitou Municipality’s operational needs, ensuring uninterrupted digital communication, data access, and network security for municipal departments until 30 June 2029.

Scope

The contract covers the end-to-end provision of secure mobile data services, including SIM provisioning, network access, data plan management, security protocol implementation, and ongoing technical support. The municipality reserves the right to evaluate offers per unit rate, per functional section, or as a consolidated package. The contract may also be structured as a panel appointment, enabling multiple qualified providers to be engaged simultaneously for flexible service delivery.

Technical Requirements

Evaluation and Contractual Framework

Bids will be assessed using a 100-point scoring model. Pricing accounts for 80 points, while BBBEE status and local economic development contribute 20 points. All quotations must remain valid for 120 days. The agreement terminates on 30 June 2029. Suppliers must be registered on the Accredited Supplier Database prior to evaluation.
