Objectives

The primary objective of this tender is to procure services for the demolition of illegal structures within the Theewaterskloof Municipal Area on an adhoc basis. The contractor is expected to carry out demolitions in informal settlements, including structures on municipal or state-owned land, ensuring compliance with relevant legislation and court orders. The aim is to remove illegal structures efficiently, safely, and within specified timeframes, supporting municipal efforts to manage illegal land occupation and settlement growth.

Scope

The scope of work includes:

• Demolition of illegal structures on municipal or state-owned land, including completed or incomplete informal structures.
• Relocation of structures within the municipal boundaries, including transportation within specified km radii.
• Monitoring of land under threat during and after demolition activities, including security arrangements.
• Provision of tactical response and security services, including securing municipal property and assisting law enforcement during demolitions.
• Work in informal settlements, including mobilization on short notice, after-hours operations, and adherence to health and safety standards.

The contractor must also be capable of working in accordance with the Prevention of Illegal Eviction from and Unlawful Occupation of Land Act No. 19 of 1998 and relevant court orders.

Technical Requirements

• Provision of all necessary equipment such as spades, bolt cutters, ladders, safety gloves, and goggles.
• Compliance with Operational Health and Safety standards as per the OHS Act 85 of 1993.
• Availability of operational vehicles, including a 5-ton truck, tactical response vehicles, and security vehicles, with proof of ownership or rental agreements.
• Chainsaw operators must possess valid operating certificates.
• Provision of security and tactical response services, including securing property, assisting law enforcement, and relocating dismantled structures and residents if needed.
• Response times: 1.5 hours for mobilization within the municipality, with 3 hours turnaround for demolition jobs.
• All demolition activities to be carried out with police or municipal law enforcement participation, especially in potentially violent situations.

Skills Requirements

• Experience in demolition of illegal structures, with a minimum of three similar projects completed successfully.
• Qualified personnel with operator certificates for chainsaws and demolition equipment.
• Security personnel must be PSIRA registered, with valid certificates.
• Staff must have appropriate certifications for operational safety and security services.
• Ability to mobilize staff quickly, including after hours and on weekends, with effective communication channels (24/7 contactability).
• Knowledge of relevant legislation, including the Prevention of Illegal Eviction and Court procedures.
