Objectives

The primary objective of this tender is to procure services for the demolition of illegal structures within the Theewaterskloof Municipal Area on an ad hoc basis. The successful contractor will be responsible for demolishing illegal structures, including informal settlements, on a flexible schedule from the date of appointment until 30 September 2026, ensuring compliance with relevant legislation and municipal procedures.

Scope

The scope of work includes:

• Demolition of illegal structures on land owned or managed by the municipality, including informal settlements and incomplete structures.
• Mobilisation and deployment of staff and equipment across various locations within the municipal area, including informal settlements under the Prevention of Illegal Eviction from and Unlawful Occupation of Land Act No. 19 of 1998 or court orders.
• Provision of security and tactical response services during demolition activities, including securing municipal property and assisting law enforcement agencies.
• Monitoring of land to prevent illegal erection of structures, both during and after working hours.
• Relocation of structures and residents when required, within specified radii.

Technical Requirements

The contractor must meet the following technical requirements:

• Work in informal settlements, complying with municipal procedures and legislation.
• Mobilise staff on short notice, including after hours and weekends, with a response time of 3 hours within the municipality.
• Ensure all health and safety standards are met in accordance with the OHS Act 85 of 1993.
• Provide necessary equipment such as spades, bolt cutters, ladders, safety gloves, and goggles, and ensure equipment is maintained and available on-site.
• Carry out demolitions in coordination with SAPS and municipal law enforcement, especially in potentially volatile situations.
• Provide tactical response and security services, including securing property, assisting law enforcement, and relocating structures and residents as needed.
• Adhere to specified turnaround times for job completion (normally within 3 hours).

Skills Requirements

The bidder must possess the following skills and certifications:

• Experience in demolition of illegal structures, with a minimum of 3 similar projects completed.
• Ownership or rental agreements for equipment and vehicles required for demolition and security operations.
• Operators must hold valid certificates for chainsaw operation and other demolition equipment.
• Security personnel must be PSIRA registered and hold valid security certificates.
• Proof of Public Liability Assurance.
• Valid Letter of Good Standing from the Department of Labour for Compensation for Occupational Injuries and Diseases.
• Availability of appropriate security and tactical response vehicles, including proof of ownership or rental agreements.
• Ability to mobilise staff quickly and respond effectively to emergency situations within the stipulated response times.
