Objectives

The primary objective of this tender is to procure services for the provision of an electronic (web-based) system that enables tracing, adverse credit listing, online electronic property searches, verification of information, and other related services. The system aims to facilitate efficient access to various data sources, improve verification processes, and support related service functions for the period from 1 July 2026 to 30 June 2027.

Scope

The scope includes the provision of a comprehensive web-based platform capable of performing the following functions:

• Obtaining consumer details of individuals, companies, trusts, and other third parties.
• Property searches to retrieve full property and owner details, including historical changes and updates over specified periods.
• Credit verification, including contact details, adverse notifications, and credit status checks.
• Tracing and investigation services for individuals and debtors, including bulk tracing of large debtor lists.
• Additional document searches such as court documents, death certificates, and CIPC records.
• Verification of information through real-time, live access to relevant government and third-party data sources.

The system must be compatible with Microsoft Internet Explorer and Google Chrome, support role-based user access, and include reporting functionalities, including monthly updates on property changes and registration activities.

Technical Requirements

• The platform must be web-based and capable of integrating with the Department of Rural Development and Land Reform's Deeds web portal for live, real-time data retrieval.
• All data obtained from Deeds and other sources must be directly accessible via the system without third-party involvement.
• The system should support user role and permission management, historical search review, and filtering capabilities.
• The solution must include a demonstration option prior to final award, if required.
• Monthly billing must be itemized per user, per transaction, and include detailed reporting features.
• The platform must be compatible with specified browsers and support ongoing updates and reporting.

Skills Requirements

• The bidder must demonstrate technical capability to develop, implement, and support a web-based system with the specified functionalities.
• Provision of a draft service level agreement illustrating the bidder’s capacity to meet the scope of work and desired outcomes.
• Ability to perform live demonstrations of the proposed system if required by the municipality.
• Experience in integrating with government portals and real-time data sources, particularly the Deeds web portal.
• Capability to provide ongoing support, reporting, and system updates in line with municipal requirements.
• Compliance with all technical specifications, including browser compatibility and role-based access control.
