Objectives

The primary objective of this tender is to appoint a qualified service provider responsible for rendering cleaning and hygienic services at the Department of Public Works & Infrastructure (DPWI) Elliotdale Cluster Offices for a period of twelve (12) months. The selected provider must ensure high-quality cleaning standards that meet the needs and requirements of the department.

Scope

The scope of work includes comprehensive cleaning services across various areas within the Elliotdale Cluster Offices, such as:

• General cleaning of offices, toilets, floors, carpets, walls, stairways, lifts, and stone tiles on a weekly basis.
• Polishing floors and vacuuming carpets.
• Thorough cleaning of offices, toilets, and related facilities.
• Stripping, cleaning, sealing, and polishing of tiles inside and outside toilets and lifts.
• Cleaning windows, glass doors, and passages.
• Daily cleaning before 8:00 am.
• Quarterly insecticide fumigation of offices and other areas.
• Refilling water coolers daily.
• Dusting and polishing of office furniture, including desks, chairs, computers, and printers.

The scope also covers provision of cleaning equipment, chemicals, pest control, waste disposal, and related services as detailed in the terms of reference.

Technical Requirements

• Provision of all necessary cleaning equipment, approved chemicals, and products compliant with SABS standards.
• Adherence to specified cleaning schedules, including daily, weekly, and quarterly tasks.
• Use of environmentally friendly and safe cleaning chemicals and equipment.
• Implementation of pest control measures, including quarterly fumigation and monthly inspections, following SA Government legislation and SABS standards.
• Provision of a dedicated project manager responsible for planning, supervision, and reporting.
• Supply of staff with proper security identification badges, dressed in corporate attire, and trained in occupational health and safety standards.
• Preparation and submission of a detailed cleaning and pest control servicing program within one week of contract award.
• Regular reporting on service delivery and compliance, including monthly and quarterly reports.
• Provision of office and storage space, water, and electricity at no cost to facilitate service delivery.

Skills Requirements

• Experience in providing cleaning and hygienic services, supported by references and testimonial letters for similar projects.
• Knowledge of environmentally friendly cleaning chemicals and equipment compliant with SABS standards.
• Ability to develop and implement comprehensive cleaning and pest management programs.
• Strong supervision and management skills, including the ability to coordinate staff, ensure quality standards, and report effectively.
• Understanding of occupational health and safety regulations relevant to cleaning services.
• Capacity to conduct security screening and manage personnel identification and access control.
• Proficiency in compliance with legal and regulatory requirements, including VAT registration, tax compliance, and occupational health and safety standards.
