Objectives

The primary objective of this tender is to procure basic landscaping training for 88 EMPs (Eastern Cape Department of Public Works & Infrastructure). The training aims to enhance skills in horticulture through a structured program based on six unit standards aligned with the National Certificate: Horticulture NQF 2 (SAQA ID 66589). The training will be delivered regionally over three days, with the goal of building capacity in landscaping practices among participants.

Scope

The scope of the tender includes:

• Provision of accredited training on six specified unit standards related to horticulture and landscaping.
• Delivery of training across multiple regions in the Eastern Cape from 27 August to 29 August 2025.
• Training of 88 EMPs in total, distributed across regions such as Joe Gqabi, Chris Hani, Amatole, Sarah Baartman, O.R. Tambo, and Alfred Nzo.
• Provision of facilitators who are accredited by AgriSETA, with relevant experience and proof of previous similar projects.
• Adherence to specified training content, delivery dates, and regional locations as detailed in the terms of reference.

Technical Requirements

The technical requirements for the tender are as follows:

• Accreditation: The training provider must be accredited by AgriSETA to deliver the National Certificate: Horticulture NQF 2 (SAQA ID 66589).
• Curriculum Content: Delivery of six unit standards:
  • 264191 - Demonstrate an understanding of a flowering plant's reproductive cycle
  • 264179 - Identify soil types and their uses in propagation and landscaping
  • 263995 - Schedule water application to plants and landscapes
  • 264058 - Apply health and safety principles in horticulture
  • 264017 - Utilize irrigation equipment and operate manual sprinkler systems
• Delivery Schedule: Training to be conducted over three days in each region, specifically from 27 to 29 August 2025.
• Facilitator Qualifications: Facilitators must have proven experience, CVs, and proof of at least three similar training projects.
• Language: Training must be conducted in English.
• Evaluation Criteria: Bids will be evaluated based on administrative compliance, price, and specific goals, with a maximum of 100 points (80 for price, 20 for goals).
• Additional Conditions: Bidders must comply with tax regulations, be registered on the Central Supplier Database, and provide proof of accreditation and previous experience.
