Objectives

The primary objective of this tender is to appoint a suitable service provider to render training services for the Electrical Trade - ARPL for twelve (12) APTCOD learners, in accordance with the specified requirements, to support the Eastern Cape Department of Public Works & Infrastructure. The training aims to address skills shortages, facilitate employment creation, and promote artisanal skills development in the electrical sector within the region.

Scope

The scope of the tender includes:

• Provision of electrical trade training services for 12 learners through the ARPL (Accredited Recognition of Prior Learning) process.
• Training duration of 3 days, covering the necessary competencies for the electrical trade as per the department’s specifications.
• Registration and accreditation with relevant bodies such as QCTO, CETA, or NAMB to ensure compliance and quality standards.
• Delivery of training at designated locations within the Eastern Cape, specifically targeting learners from BCM/Amathole District.
• Provision of attendance registers, signed training results, and compliance documentation.

Technical Requirements

The technical requirements for the tender include:

• The training provider must be accredited with QCTO, CETA, or NAMB for the specified trades and provide proof of such accreditation.
• The training must be conducted over a period of 3 days, with content aligned to the electrical trade standards and specifications outlined by the department.
• The provider must ensure that all learners are registered and that attendance registers and signed training results are maintained and submitted.
• The training must be relevant to the electrical trade, with content that meets the requirements for recognition of prior learning (ARPL) and complies with national quality standards.
• The provider must adhere to the department’s specifications, policies, and conditions outlined in the tender documentation, including quality assurance, safety, and compliance protocols.
• Pricing must be firm, inclusive of all costs, and compliant with VAT regulations where applicable.
• The provider must demonstrate capacity to deliver the training within the stipulated timeframe and location, ensuring quality and compliance throughout the process.
