Objectives

The primary objective of this tender is to appoint a suitable service provider to render pest control and fumigation services to the Department of Public Works and Infrastructure offices for a period of twenty-four (24) months.

Scope

The scope includes providing pest control and fumigation services across various departmental office buildings and properties within the Eastern Cape. The services cover a range of pests such as ants, bedbugs, fleas, bees, bird lice and mites, cockroaches, earwigs, fish moths, silverfish, flies, mosquitoes, wasps, rodents, termites, textile pests, scorpions, and spiders. Specific buildings and properties, including office spaces and storage units, are detailed, with an estimated total of 20 properties requiring fumigation during the contract period. Fumigation is to be carried out quarterly, with provisions for properties in the prestige portfolio.

Technical Requirements

• Provision of all necessary equipment, chemicals (SANS approved), and materials for pest control.
• Use of pesticides compliant with Occupational Health and Safety Act regulations and industry standards.
• Staff must be adequately trained, identifiable, and equipped with proper PPE (masks, gloves, boots, etc.).
• Fumigation to be performed on a quarterly basis, with at least two weeks’ notice for scheduling, including possible weekend work.
• Adherence to fumigation standards, norms, and safety protocols, including inspection rights by the Department.
• Provision of proof of previous experience, including testimonials and membership with recognized pest control associations (SAPCA, Pest Control Services Industries Board, or National Pest Management Association).
• Proper documentation, including certificates for pest control officers and proof of company registration and compliance.
• Clear specification of all pesticides used, including data sheets and compliance with industry standards.
• Insurance coverage for personnel and equipment, and indemnity against damages or injuries arising from service delivery.

Skills Requirements

• Certified pest control operators with Structural Pest Control Certificates from relevant authorities.
• Trained and experienced personnel capable of executing fumigation safely and effectively.
• Staff must be neatly dressed, hygienic, and display identification tags at all times for easy recognition.
• Ability to liaise with departmental officials for scheduling and access arrangements.
• Knowledge of industry standards, safety regulations, and proper handling of chemicals and equipment.
• Proven track record with at least three years’ recent experience in pest control services, supported by testimonials.
• Membership with recognized pest control associations to demonstrate credibility and compliance.
