Objectives

The primary objective of this tender is to construct a new NHLS Laboratory at Job Shimankana Tabane in Rustenburg, ensuring compliance with specified standards, quality, safety, and project timelines. The project aims to deliver a fully operational laboratory facility that meets the employer's requirements and adheres to relevant regulations and standards.

Scope

The scope of work includes the comprehensive building construction of the NHLS Laboratory, covering:

• Earthworks and site clearance
• Concrete, formwork, and reinforcement
• Masonry and brickwork
• Waterproofing and damp proofing
• Carpentry, joinery, and finishes
• Ceilings, partitions, and access flooring
• Floor coverings and wall linings
• Ironmongery and metalwork
• Plastering, tiling, and painting
• Glazing and aluminium work (windows, doors, shopfronts, louvres)
• Water, drainage, and plumbing services
• Electrical installations including power, lighting, CCTV, access control, and fire detection systems
• Mechanical HVAC systems and lifts
• Additional services such as security, fire suppression, and external works

The scope also includes the supply of materials, temporary works, testing, commissioning, and documentation such as as-built drawings and manuals.

Technical Requirements

• Construction must comply with JBCC® suite of documents, including the Principal Building Agreement Edition 6.2 (June 2024), and relevant standards (SANS, SABS, etc.)
• Design responsibility is limited to temporary works; the contractor is not responsible for the overall design of the building
• All materials, including imported and trade-named products, must meet specified standards and be approved prior to use
• Building works must be executed with precision, including setting out, accurate installation, and coordination of services
• Insurances and securities must be in place, including construction guarantees, payment guarantees, and other specified insurances
• Construction must be carried out within specified timeframes, with provisions for revisions due to delays caused by listed events
• All systems (HVAC, electrical, fire detection, security) must be installed, tested, and commissioned according to manufacturer specifications and standards
• Environmental and safety regulations, including Occupational Health and Safety Act compliance, must be adhered to
• Documentation, manuals, and as-built drawings are required for handover and future maintenance

Skills and Competencies Required

• Proven experience in building construction, especially in healthcare or laboratory facilities
• Capability to execute earthworks, concrete, masonry, waterproofing, and finishing works to high standards
• Expertise in installation and commissioning of HVAC systems, electrical, plumbing, and fire detection systems
• Knowledge of JBCC contractual procedures, including handling of variations, claims, and dispute resolution
• Ability to manage project timelines, quality control, and safety compliance
• Qualified personnel for design coordination, site supervision, and quality assurance
• Skilled tradespeople in carpentry, joinery, glazing, electrical, mechanical, and finishing trades
• Experience in working with imported materials and trade-named products, ensuring compliance and approval
• Capacity to produce detailed documentation, including operation manuals, as-built drawings, and testing reports
