Objectives

The primary objective of this tender is to rehabilitate Meininger Street (Ward 1) to improve pavement condition, road safety, rideability, stormwater management, and overall infrastructure quality. The project emphasizes the use of labour-intensive construction methods where feasible, aiming to maximize local employment, skills development, and community participation, in line with the Expanded Public Works Programme (EPWP) principles.

Scope

The scope includes:

• Rehabilitation and upgrading of sections of Meininger Street, including localised repairs, surface preparation, cold milling, asphalt overlay, or alternative surfacing treatments.
• Ancillary works such as kerb and channel repairs, reinstatement of road furniture and markings, adjustment of manholes and service chambers, and drainage improvements.
• Construction of approximately 0.3 km of road within Ward 1, involving earthworks, base and asphalt surfacing, kerbing, ancillary roadworks, and associated drainage and signage.
• Implementation of labour-intensive construction methods, employing local unskilled and semi-skilled labour, with a focus on community participation, training, and job creation.
• Ensuring safety, environmental management, and compliance with relevant standards and regulations throughout the project duration.

Technical Requirements

The technical scope encompasses:

• Adherence to South African standards (SANS 1200 series), CIDB specifications, and municipal requirements.
• Preparation and submission of detailed construction programmes, quality assurance plans, and health and safety management plans.
• Proper management of underground and overhead services, traffic accommodation, and public safety measures.
• Implementation of environmental and safety protocols, including hazard identification, risk assessments, emergency procedures, and incident reporting.
• Use of approved materials, proper storage, and handling of construction materials, with compliance to specifications and standards.
• Regular inspections, testing, and documentation to ensure quality control and safety compliance.
• Community engagement, participation, and transparent communication throughout the project lifecycle.

Skills and Skills Requirements

The tender mandates the following skills and qualifications:

• Registration with CIDB at grade 3SB or higher, with a consolidated grading for joint ventures.
• Qualified and experienced project management personnel, including Contracts Managers, Site Agents, Site Foremen, and Safety Officers, with relevant NQF qualifications and experience in civil construction and labour-intensive methods.
• Competent supervision and inspection personnel, including qualified health and safety officers, scaffolding inspectors, lifting equipment inspectors, and fire safety personnel, all with appropriate certifications.
• Skilled operators and plant personnel with valid licenses and certificates, capable of operating machinery such as excavators, graders, TLBs, and trucks.
• Community liaison officers and trained EPWP workers, with skills in community engagement, safety awareness, and basic construction techniques.
• Ability to develop and implement health and safety plans, environmental management plans, and quality assurance systems.
• Proven track record in similar civil engineering projects, with demonstrated experience in labour-intensive construction, stormwater management, and urban road rehabilitation.
