Objectives

The primary objective of this tender is to appoint capable and suitable service providers to render cleaning services at the Department of Public Works and Infrastructure in the Umkhanyakude Sub-District (Mtubatuba) for a period of 24 months. The services include comprehensive cleaning and maintenance of the specified facilities to ensure a clean and hygienic environment.

Scope

The scope of work involves providing all labour, materials, and equipment necessary for standard domestic cleaning and day-to-day maintenance at the Department of Public Works: Legislative Assembly Complex in Ulundi, as well as other specified areas within the sub-district. The scope includes cleaning of floors, carpets, walls, windows, kitchens, toilets, parking areas, and other designated spaces, along with waste disposal and provision of cleaning consumables and equipment.

Technical Requirements

• Registration on the Central Suppliers Database (CSD) and compliance with procurement policies.
• Provision of valid proof of registration with the Bargaining Council for Cleaning Services Industry.
• Proof of registration with the Compensation for Occupational Injuries and Diseases Act (COIDA).
• Adherence to specified cleaning standards, including daily, weekly, bi-monthly, and annual cleaning tasks.
• Provision of cleaning consumables and equipment as per the provided cleaning material guide.
• Compliance with health, safety, and environmental standards during service delivery.
• Appointing a supervisor and a senior company representative for effective site management.
• Adherence to specified working hours: Monday to Friday, 07:30 to 16:00, including lunch breaks.
• Proper waste disposal, including recycling and maintaining hygiene standards.
• Provision of proof of company registration with the relevant industry body and compliance with industry regulations.

Skills Requirements

• Experience in commercial and institutional cleaning services.
• Knowledge of cleaning techniques, safety procedures, and use of cleaning equipment and chemicals.
• Ability to manage cleaning staff effectively and ensure quality service delivery.
• Competence in site inspection, reporting, and compliance with contractual obligations.
• Good communication skills for coordination with the Department’s representatives.
• Capacity to provide and manage cleaning supplies and equipment as per specifications.
• Understanding of health and safety regulations related to cleaning operations.
