Objectives

The primary objective of this tender is to engage a competent and qualified service provider to render 24-hour private security (guarding) services for the Department of Public Works and Infrastructure at the Legislative Assembly in Ulundi. The aim is to ensure a secure, safe, and healthy working environment by protecting assets, personnel, and premises from threats such as theft, vandalism, and fire, in compliance with relevant legislation and departmental policies.

Scope

The scope of work includes:

• Patrolling of the premises (inner, outer perimeter, and office spaces).
• Access control and management of personnel, visitors, and vehicles.
• Monitoring and implementing crime prevention measures.
• Control of entry and departure of private and state-owned vehicles, including record-keeping and searches.
• Internal security duties such as patrolling, inspections, and reporting.
• Management of shift changes, incident recording, and maintaining security logs.
• Provision of security officers trained to recognized standards, equipped with necessary security aids, uniforms, and identification.
• Setup of a 24-hour control room in Ulundi within one month of award if not already established.
• Compliance with all relevant security, health, and safety legislation, including PSIRA registration, firearm competency, and police clearance.

Technical Requirements

The technical requirements include:

• Provision of trained security officers with valid PSIRA registration, firearm competency, and police clearance.
• Security officers must be fluent in English and isiZulu.
• Deployment of security personnel per shift, with specified numbers for day and night shifts over the contract period.
• Use of approved security equipment such as radios, patrol tools, and uniforms.
• Establishment of a functional 24-hour control room in Ulundi within one month of contract award.
• Adherence to security standards, including incident reporting, record keeping, and patrol routines.
• Provision of necessary security aids, uniforms, and equipment, with regular updates and replacements as needed.
• Implementation of health and safety standards and compliance with legislation such as the Occupational Health and Safety Act.

Skills Requirements

The skills and qualifications required for security personnel include:

• Valid PSIRA registration and security officer certification.
• Firearm competency and police clearance.
• Fluency in English and isiZulu (reading, writing, speaking).
• Training in basic First Aid and Firefighting.
• Knowledge of relevant security legislation, including the Control of Access to Public Premises and Vehicles Act, Firearms Control Act, and Criminal Procedure Act.
• Ability to operate security equipment such as radios, patrol devices, and record-keeping tools.
• Professional attitude, courteous behavior, and adherence to departmental security policies.
• Capacity to respond promptly to incidents and emergencies, with effective communication skills.
