Objectives

The primary objective of this tender is to procure a competent and qualified service provider to render 24-hour private security (guarding) services at the Legislative Assembly in Ulundi for a period of one month. The aim is to ensure a secure, safe, and healthy working environment by protecting departmental assets from threats such as fire, theft, and vandalism, in compliance with relevant legislation and risk management policies.

Scope

The scope of work includes:

• Patrolling of the premises (inner, outer perimeter, and office spaces).
• Access control and management of personnel, visitors, and vehicles.
• Observation and implementation of crime prevention measures.
• Control of entry and departure of vehicles and visitors, including record-keeping.
• Monitoring and inspection of the premises to ensure safety and security.
• Reporting and recording incidents in occurrence books and patrol logs.
• Ensuring security officers are properly trained, equipped, and compliant with departmental policies.
• Providing necessary security equipment, uniforms, and identification for security personnel.

The service is to be delivered at the Legislative Assembly premises in Ulundi for a duration of one month, from 21 February 2026 to 20 March 2026.

Technical Requirements

The technical requirements include:

• Provision of security officers who have passed accredited security training courses recognized by SASSETA and registered with PSIRA.
• Security officers must be equipped with appropriate uniforms, identification, and security aids such as radios, torches, and metal detectors.
• Officers must have valid security clearance, police clearance, and be registered with PSIRA.
• Deployment of a minimum of 42 Grade C officers, 2 Grade B officers, and 1 Grade A officer (female/male) per shift, with specific shift timings and responsibilities.
• Adherence to relevant legislation including the Control of Access to Public Premises and Vehicles Act, Firearms Control Act, and Criminal Procedure Act.
• Implementation of shift management, incident reporting, and supervision protocols.
• Provision of security equipment, including radios, vehicles, and other necessary tools, with proper documentation such as logbooks and lease agreements.
• Compliance with health and safety standards, including occupational health and safety legislation.

Skills Requirements

The skills and qualifications required for security personnel include:

• Passion and competence in security operations, including patrolling, access control, and incident management.
• Training and certification recognized by SASSETA and registered with PSIRA.
• Ability to communicate fluently in English and isiZulu.
• Knowledge of relevant security legislation, policies, and procedures.
• Good observation, reporting, and record-keeping skills.
• Ability to operate security equipment such as radios, metal detectors, and vehicles.
• Professional attitude, courteous behavior, and confidentiality.
• Physical fitness and capability to perform patrols and respond to incidents promptly.
• Police clearance and security vetting.

Overall, the service provider must ensure that all security staff meet the minimum standards of training, conduct, and competence to effectively safeguard the premises and personnel.
